Protection of the Family
The Issue
Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.
The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.
“Protection of the Family” efforts stem from:
- rising traditionalism,
- rising cultural, social and religious conservatism and
- sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.
Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.
This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.
Our Approach
AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.
In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs). OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like “Protection of the Family”.
Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.
The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN. It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Juana fue una de las fundadoras y era actualmente integrante de la junta directiva de la Red de Mujeres Ixiles de Nebaj, una organización por los derechos de las mujeres indígenas que es parte de la Iniciativa Mesoamericana de Mujeres Defensoras de Derechos Humanos (IM-Defensoras).
También era partera y madre de siete hijxs. Había recibido amenazas de muerte que fueron denunciadas ante la Fiscalía. Juana es la tercera defensora de derechos humanos indígena asesinada en el área durante 2018. El Ombudsman de Guatemala informa que un total de 20 defensorxs de derechos humanos fueron asesinadxs este año en el país.
Juana Ramírez Santiago fue baleada de muerte por atacantes desconocidos mientras cruzaba un puente en Nebak, Quiché, Guatemala. Están en curso las investigaciones para identificar a los perpetradores.

Qual é o objetivo do inquérito WITM?
O objetivo principal do inquérito WITM é chamar a atenção para o estado financeiro dos diversos movimentos feministas, de direitos das mulheres, de justiça de género, de LBTQI+ e de aliados globalmente, e com base nisto, fortalecer ainda mais o argumento para transferir mais recursos de melhor qualidade e poder para os movimentos feministas.

- Organisé les 27 et 28 juin 2015, le second Dialogue de haut niveau sur le financement du développement, avait pour thème Le Consensus de Monterrey : état de la mise en œuvre et responsabilités futures.
- Outre les six traditionnelles tables rondes portant sur chacun des chapitres du Consensus de Monterrey, un dialogue interactif officieux a été instauré entre différentes parties prenantes, parmi lesquelles des groupes de défense des droits des femmes.
- Les nations « en développement » ont lancé un appel à prendre en compte les défis mondiaux aussi bien que les possibilités et besoins locaux dans les interactions avec les différents groupes sociaux –notamment les femmes, les jeunes, les personnes handicapées, etc. – sur les thèmes identifiés dans le Consensus de Monterrey.

2013: The sixth High-level Dialogue reviews progress of MDGs
The Sixth High-level Dialogue on Financing for Development, 7-8 October 2013 focused on reviewing the progress of MDG’s, and identifying gaps to be addressed in discussions on the new development framework.
A report by the MDG’s Gap Task Force launched during the session pointed to the failure to meet MDG 8 (Global Partnership for Development) as a major factor in the challenges to meeting the MDGs. The report showed that more focus should be given to developing stronger global partnerships that would ensure binding commitments for the new development framework post 2015.

Just like women have learned to avoid dark streets for their safety, women journalists are forced to avoid reporting certain stories as a result of online harassment.
The physical, sexual and online abuse that has become a part of their daily work lives should never be normalized.
Harassment is not part of the job description and should be called out and challenged at every turn to ensure these important voices are not silenced.

- El 7 de mayo, los facilitadores dieron a conocer la versión revisada del Documento Final de la tercera Conferencia Internacional sobre la FpD a realizarse en Adís Abeba.
- A fin de continuar avanzando hacia el Documento Final hubo sesiones adicionales para realizar consultas en torno al mismo los días 12 al 15 y 26 al 29 de mayo de 2015 en la sede de la ONU en Nueva York.
