Protection of the Family
The Issue
Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.
The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.
“Protection of the Family” efforts stem from:
- rising traditionalism,
- rising cultural, social and religious conservatism and
- sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.
Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.
This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.
Our Approach
AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.
In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs). OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like “Protection of the Family”.
Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.
The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN. It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Fue docente de la Universidad de Benghazi desde 1995 hasta su muerte, en 2017. Amal fue activista de la sociedad civil e integrante de varias iniciativas sociales y políticas. Asistió a las familias de lxs mártires y de lxs desaparecidxs y fue una de lxs fundadorxs de una iniciativa juvenil llamada «Juventud de Benghazi Libia».
En las elecciones parlamentarias de 2014, Amal fue elegida para la Cámara de Representantes con más de 14.000 votos (el mayor número de votos recibido por unx candidatx en las elecciones de 2014). Permanecerá en la memoria de muchxs como una mujer que actuó en política para garantizar un futuro mejor en uno de los contextos de la región más difíciles y afectados por los conflictos.

2008: The Doha International Conference takes place with limited achievements
Follow-up International Conference on Financing for Development, Doha, Qatar
- The Doha conference aimed to review the implementation of the Monterrey Consensus. The conference revisited all six areas of financing for development but little substantive progress was achieved.
- While the outcome of Doha went beyond Monterrey on gender equality, it did not go far enough. A statement by the WWG on FfD highlighted that the commitments to gender equality in the Doha Declaration would only be meaningful if the systemic issues that underpin poverty and the unequal distribution of power and resources in the global political economy were decisively addressed.
- In addition to the main Doha conference, during their parallel forum the Civil Society under the Doha NGO Group (DNG) for Financing for Development demanded global economic structural changes, and policies that put peoples´ rights first and respect and promote human rights.

Selena “Rocky” Malone
Engagée auprès de jeunes lesbiennes, gays, bisexuels, transgenres, intersexuels, queers, et transgenres (appelés Brotherboys-BB et Sistergirls-SS dans la communauté aborigène en Australie), Rocky faisait preuve de vision et d'un leadership inspirants.
Rocky avait commencé sa carrière auprès de la police du Queensland en tant qu'agent de liaison. Faire une différence était très important pour elle. Elle a mené un travail de soutien impressionnant auprès de jeunes de cette communauté en tant que responsable du service jeunesse « Open Doors » (portes ouvertes). Rocky a œuvré dans des situations complexes liées spécifiquement aux questions de genre et d'identité sexuelle.Elle avait un don naturel dans ce domaine: c’était une leader communautaire solide, une femme sereine, une amie fidèle, une personne aimante et attentionnée ainsi qu’une actrice du changement. Rocky était membre fondatrice d’IndigiLez Leadership and Support Group.
En 2016, à la Cour suprême de Brisbane, l'ancien juge de la Haute Cour, Michael Kirby, a cité le nom de Rocky lorsqu'il a loué le travail du service juridique de la communauté LGBTI au fil des années. Rocky s'est engagée très fermement en faveur des droits humains de la communauté « LGBTIQBBSG », elle a repoussé les limites et induits des changements de manière respectueuse et aimante.

2014: comienza el proceso preparatorio para la 3a Conferencia Internacional sobre FpD
Octubre de 2014: Inicio del proceso preparatorio intergubernamental para la tercera Conferencia Internacional sobre la Financiación para el Desarrollo
- Se dio inicio a un proceso preparatorio facilitado por el embajador George Wilfred Talbot, de Guyana, y el embajador Geir O. Pedersen, de Noruega, destinado a encaminar las discusiones con miras a la tercera Conferencia Internacional sobre la FpD, que tendrá lugar en Adís Abeba, Etiopía, en julio de 2015.
- Como parte de esos preparativos se realizaron dos rondas de sesiones informales sustantivas en la sede de la ONU en Nueva York, que aportaron insumos para las sesiones de redacción del Documento Final de la Conferencia.
- El WWG se reactivó, con el objetivo de incorporar las perspectivas feministas y de derechos de las mujeres a esas discusiones y deliberaciones, antes y durante la tercera Conferencia Internacional sobre la FpD. AWID, Mujeres por el Desarrollo Alternativo para una Nueva Era (DAWN) y el Feminist Task Force [Grupo de Trabajo Feminista, FTF en inglés] están coordinando el Grupo en conjunto.
- El WWG tuvo dos intervenciones orales durante la primera ronda y aportó comentarios escritos a la segunda ronda de sesiones sustantivas informales. En todos los casos enfatizó que la desigualdad de género estaba siendo invisibilizada, al igual que otras formas de discriminación y de desigualdad. También subrayó las relaciones de poder entre los géneros y sus intersecciones con otras categorías como raza, discapacidad, etnia, edad, riqueza e identidad sexual, que apuntalan la distribución desigual de oportunidades y recursos en sociedades de todo el mundo.
- Las organizaciones de la sociedad civil plantearon sus preocupaciones acerca del espacio para su participación en las dos sesiones sustantivas informales y señalaron el riesgo de que se restringiera el espacio de la sociedad civil para intervenir en las negociaciones sobre el Documento Final de la tercera Conferencia Internacional en enero de 2015.

Meet Clemencia Carabalí Rodallega, an extraordinary Afro-Colombian feminist.
She has worked relentlessly for three decades towards the safeguarding of human rights, women’s rights and peace-building in conflict areas on the Pacific Coast of Colombia.
Clemencia has made significant contributions to the fight for truth, reparations and justice for the victims of Colombia’s civil war. She received the National Award for the Defense of Human Rights in 2019, and also participated in the campaign of newly elected Afro-Colombian and long-time friend, vice-president Francia Marquez.
Although Clemencia has faced and continues to face many hardships, including threats and assassination attempts, she continues to fight for the rights of Afro-Colombian women and communities across the country.
Geertje Lycklama à Nijeholt
Zita Kavungirwa Kayange
Zita was a women’s rights activist who defended the rights of rural women in Greater Kivu.
She was the first Executive Director of UWAKI - a well known women’s organisation. Through her work with Women's Network for Rights and Peace (RFDP), and the Women's Caucus of South Kivu for Peace, she committed her life to helping to restore peace in the Eastern DRC. She spoke out strongly against the use of sexual violence as a weapon of war.
In 2006, she put herself forward as a candidate in the first democratic elections in the DRC. Although she did not win, she continued to advocate for women’s rights and the South Kivu community remembers her fondly.

Tenue des autres sessions de rédaction du document final d’Addis-Abeba
- Du 1er au 5 juin 2015, d'autres sessions complémentaires ont été organisées pour poursuivre le travail d’amélioration du document final.
- La troisième session de rédaction du document final prévue dans le processus de la conférence s’est tenue du 15 au 19 juin, au siège de l’ONU.

Samira Saleh Al-Naimi
Bessy Ferrera
Bessy Ferrera was a lifelong defender of the human rights of trans people, sex workers and HIV positive people in Honduras.
Bessy was also a member of Arcoíris, an organisation which supports the LGBTI+ community. She was also a focal point person for the Right Here, Right Now (Derechos aquí y Ahora) Platform of Honduras, and advocated strongly for full citizenship of trans people, and the passing of a gender identity law that would allow trans people to change their gender identity legally.
"Since the beginning of the year [2019] the trans community has been suffering a series of attacks, for defending, for demanding rights." - Rihanna Ferrera (Bessy’s sister)
Bessy was a sex worker, and in early July 2019, was shot to death by two men while working in the streets of Comayagüela. Her assailants were subsequently arrested.
Bessy is one of many LGBTI+ rights defenders in Honduras, who were murdered because of their identities and work. Other companeras include: Cynthia Nicole, Angy Ferreira, Estefania "Nia" Zuniga, Gloria Carolina Hernandez Vasquez, Paola Barraza, Violeta Rivas, and Sherly Montoya.
Bessy’s case is emblematic of injustice and a much larger problem of the systematic violence the LGBTI+ community faces in Honduras as the state fails to guarantee rights offer and fails to offer protection. This has created a culture of impunity.
Despite the risks LGBTI+ defenders in Honduras face, they continue their work to challenge and resist violence, and fight stigma and discrimination on a daily basis.

We understand Feminist Realities as the different ways of existing and being that show us what is possible, despite dominant power systems, and in defiance and resistance to them. We understand these feminist realities as reclamations and embodiments of hope and power, and as multi-dimentional, dynamic and rooted in specific contexts and historical moments.
