Protection of the Family

The Issue

Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.

The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.

“Protection of the Family” efforts stem from:

  • rising traditionalism,
  • rising cultural, social and religious conservatism and
  • sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.

Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.

This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.


Our Approach

AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.

In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs).  OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like  “Protection of the Family”.

Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.   

The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN.  It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Dora Nkem Akunyili

Dora was born in Benue State, Nigeria. She was a globally acclaimed pharmacist, technocrat, erudite scholar and community leader.

Dora’s revolutionary work created a paradigm shift in the Nigerian public service when she served as Director General of National Agency for Food and Drugs Administration and Control (NAFDAC) from 2001-2008. She spearheaded reforms in policy and regulatory enforcement that radically reduced the measure of fake drugs that plagued the Nigerian pharmaceutical sector during her tenure.

Having exemplified the reality of a courageous, competent woman who challenged the ills of a dominantly patriarchal society and drove change, she became an icon for women’s empowerment. She was appointed the Minister of Information and Communication between 2008 and 2010.

She died after a battle with cancer and is survived by her husband, six children and three grandchildren.

  • La Conferencia de Doha se propuso examinar la aplicación del Consenso de Monterrey. Retomó las seis áreas de la financiación para el desarrollo, pero los progresos sustantivos alcanzados fueron mínimos.
  • Si bien el Documento Final de Doha fue más allá que el de Monterrey en cuanto a la igualdad de género, tampoco avanzó lo suficiente. En su declaración, el WWG subrayó que los compromisos de la Declaración de Doha en materia de igualdad de género solo tendrán sentido si se abordan decididamente las cuestiones sistemáticas que subyacen a la pobreza y la distribución desigual de poder y recursos en la economía política global.
  • Además de la conferencia central, en Doha se desarrolló un foro paralelo de la sociedad civil organizado por el Doha NGO Group for Financing for Development [Grupo de ONG en Doha por la Financiación para el Desarrollo, DNG en inglés] que exigió cambios estructurales en la economía global, así como políticas que dieran prioridad a los derechos de los pueblos, respetaran y promovieran los derechos humanos.

Dearest Feminist community,

I am pleased to share with you one of my remarkable dates as feminist with disability. It was May 30, 2014 when we (the Nationwide Organization of Visually-Impaired Empowered Ladies NOVEL) participated in the Philippine Fashion Week Holiday 2014 for our white cane advocacy campaign.  Two ladies who are blind walked down the catwalk to promote the white cane as one of the symbols of gender equality, empowerment, full inclusion and equal participation of women and girls with visual impairment in society.

Their walk in front of the crowd were extremely a nerve-wracking experience for me, as the proponent of our project with the Runway Productions (I enduringly waited for a year for its approval), knowing that they were not models, they were the crowned Ms. Philippines Vision and 1st Runner Up of 2013 Ms. Philippines on Wheels, Signs and Vision by Tahanang Walang Hagdanan, Inc. (House with No Steps). Also, they fell on their orientation and practiced the evening before the event and they didn’t have practice with professional models. Before the show started, I talked to them via mobile phone to boost their confidence and to pray together for God’s guidance. When they exited the catwalk, I breathed deeply while my tears were flowing. I was feeling euphoric because we did it despite the challenges we’ve been through! Our message to the world that women and girls with visual impairment can walk with dignity, freedom and independence on an equal basis with others, with the use of our assistive device - white canes was successfully delivered! We trended in social media and we were featured by television networks. 

My life as a feminist with disability started as a means to mend my broken spirit and to see a different path towards finding my life’s purpose after I became victim-survivor to a vicious acid attack in 2007  while I was waiting for a ride going home from office. My eyes were severely damaged, to the point that I became a woman with low vision.

I never knew how joyful and purposeful my life could be again until I met women leaders in the gender and disability movement who influenced me to keep going. Their words of encouragement attracted me and became the sweetest music to my ears. My broken heart leaped like a hummingbird in flight every time I think of them and feminism which stimulated me to partake in making difference for our invisible sisters with disabilities and to those who continue to experience discrimination. To date, I am consumed by the desire to be with the movement. I cannot hide my excitement whenever I submit project proposals to different stakeholders for our sisters with disabilities' empowerment, development and advancement; and to make representations in local, national and international conversations to amplify our voices even at my expense.

Unexpectedly, I was selected as our country’s female representative in the 2012 World Blind Union (WBU) General Assembly in Thailand even though I was a newcomer in the disability movement.  In the same year, I was elected as the only woman officer of the Philippine Blind Union (PBU) in its assembly. I was inspired to reach out, gather and empower our sisters with visual impairment on their rights and to know their intersecting issues. In 2013, we officially launched the Nationwide Organization of Visually-Impaired Empowered Ladies (NOVEL) to support the empowerment of our sisters with disabilities, build coalitions with cross-disability and women’s movements and promote gender and disability-inclusive development.

My participation as co-focal person of women with disabilities in our 2016 CEDAW Shadow Report submission convened by Women’s Legal and Human Rights Bureau (WLB) with the marginalized groups of women, opened many doors such as working with various women’s organizations and attending the 2017 Inclusion Days International in Berlin, Germany together with 3 Filipino women leaders with disabilities to share our good practices, mainly our engagement with the women’s movement in our country. 

My journey as feminist with disability has been an emotional roller coaster for me. It gave me  happiness and a sense of worth when I participated in promoting for our sisters with disabilities full inclusion, equal and effective participation in society, yet I felt frustrated and upset when I gave my all but I received negative remarks. Nevertheless, I feel that way because I am in love with the movement.    
I see my future working in solidarity with the movement to ensure that our sisters with and without disabilities can equally and fully enjoy and participate in society.

Su’ad Al-Ali

Su’ad fue una firme defensora de los derechos de las mujeres y lxs niñxs y estuvo al frente de Al-Weed Al-Alaiami, una organización de derechos humanos iraquí.

Participó en las manifestaciones que tuvieron lugar en julio de 2018 en Basra y en varias otras ciudades iraquíes, en protesta contra el desempleo y en demanda de trabajo y servicios públicos adecuados para la ciudadanía, y exigiendo también la eliminación de la corrupción generalizada.

Su’ad fue asesinada el 25 de septiembre de 2018, en el barrio de Al-Abbasiyah, en el centro de Basra. En un video del hecho, se veía a una persona que se le acercaba mientras ella se subía a su automóvil, le disparaba un tiro en la parte posterior de la cabeza y apuntaba el siguiente disparo a Hussain Hassan, su chofer, quien resultó herido en un hombro. Al-Ali tenía 46 años y era madre de cuatro hijxs.

2014: lacement du processus préparatoire de la 3ème Conférence sur le FdD

Lancement du processus préparatoire intergouvernemental de la troisième Conférence sur le financement du développement, octobre 2014

  • Un processus préparatoire, co-facilité par l’ambassadeur guyanais George Wilfred Talbot et l’ambassadeur norvégien Geir O. Pedersen, a été instauré pour mener des discussions préliminaires relatives à la troisième Conférence sur le FdD prévue en juillet 2015 à Addis Abeba, en Éthiopie.
  • Dans le cadre de ces préparations, deux séries de séances de fond informelles ont été organisées au siège  de l’ONU à New York  afin d’apporter des éléments d’information pouvant servir aux sessions de rédaction du futur document final.
  •  À cette occasion, le WWG sur le FdD a été réactivé dans le but d’intégrer les perspectives féministes et de défense des droits des femmes aux discussions et délibérations, avant et pendant la troisième Conférence sur le FdD. À l’heure actuelle, le groupe est co-animé par l’AWID, Development Alternatives with Women for a New Era (DAWN) et la Feminist Task Force (FTF).
  • Le WWG sur le FdD a prononcé deux déclarations  lors de la première série de sessions et présenté un document écrit lors de la seconde. Il a, dans les deux cas, souligné l’invisibilité des inégalités entre les genres dans ce processus préparatoire, tout comme celle de l’inclusion d’autres formes de discrimination et d’inégalité. Le travail du WWG met en lumière les rapports de pouvoir entre les genres et leurs points d’intersection avec d’autres catégories, telles que la race, le handicap, l’appartenance ethnique, l’âge, la richesse et l’identité sexuelle, ce qui accentue la répartition inégale des chances et des ressources dans toutes les sociétés de la planète.
  •  Les organisations de la société civile se sont dites inquiètes de l’étroitesse de l’espace qui leur a été accordé pour prendre part aux deux sessions de fond informelles. Elles ont notamment évoqué le risque que l’espace de participation de la société civile aux négociations portant sur le document final de janvier 2015 ne soit lui aussi limité.

Como organización global de apoyo a los movimientos feministas, sabemos que nuestro camino hacia adelante es trabajar con feminismos apasionados, reconociendo tanto la multiplicidad de los feminismos como el valor de un impulso por la justicia apasionado y sin reservas. Después del amor la primera vez,
nuestros cuerpos y mentes desnudas:
un salón de espejos.
Totalmente desarmadxs, íntegramente frágiles,
nos echamos en los brazos del otrx,
respiramos con cuidado,
por miedo  de romper
estas figuras de cristal". - Fahmida Riaz

Fahmida Riaz rompió tabúes sociales al escribir sobre el deseo femenino en su poesía, creó narrativas alternativas sobre el cuerpo y la sexualidad de las mujeres y estableció nuevos estándares en la literatura urdu.

Su trabajo se enfrentó a duras críticas de los frentes conservadores, que la acusaron de utilizar expresiones eróticas y "pornográficas" en su lenguaje poético.

Eventualmente, Fahmida fue  incluida en una lista negra y acusada de sedición en virtud del artículo 124A del Código Penal de Pakistán, durante la dictadura de Zia Ul Haq. Fahmida fue obligada a exiliarse en 1981 y pasó casi siete años en la India antes de regresar a Pakistán.

En el prefacio de "Badan Dareeda" ("El Cuerpo Desgarrado"), una colección de poesía publicada en 1974, escribió:

Si, de hecho, me veo obligada a pararme ante este maqtal hoy y enfrentarme a la horca, debería enfrentarme a ellos con la cabeza bien alta. Mis poemas son el rastro de una cabeza destrozada  de la que emanan sonidos incluso  mientras cuelga de las cuerdas... El cuerpo desgarrado ha tomado la forma de una razmia, o el sonido de la ruptura. Y si tal ruptura  escandaliza a un pueblo, entonces consideremos que la poeta ha logrado su propósito: ha logrado perturbarlos. (Traducción del urdu por Asad Alvi)

La brillantez de Fahmida fue la de desafiar cualquier lógica singular o categoría de género, nación, religión o cultura.  Ella se negó a ser  colocada en el rol de la "mujer poeta",  rompió con las definiciones tradicionales de la poesía y los conceptos y temas femeninos (que van desde la conciencia política, el cuerpo, la cultura, el deseo, la religión, al hogar) y derribó las inhibiciones impuestas a su género.

"Tienes que entender que la cultura no puede tener esencia. Las culturas se mueven, fluyen unas en otras, formando nuevas culturas. La cultura nace de esa manera. No hay choque de culturas".

Fahmida es autora de más de 15 libros de poesía y ficción, incluido su poema "Taaziyati Qaraardaaden" ("Resoluciones de condolencia" - en inglés), que podría servir como un tributo apropiado a su vida y legado, y una colección de poemas (Apna Jurm To Saabit He "Mi crimen está probado") publicado en 1988, durante su tiempo en exilio.

Fahmida Riaz nació en Meerut (India) el 28 de julio de 1946 y falleció el 21 de noviembre de 2018 en Lahore (Pakistán).

Women's Forum on Financing for Gender Equality

  • The Forum took place on 10 July 2015 in Addis Ababa and convened feminists, grassroots women, gender advocates, academics and representatives of women’s rights organizations/networks with specific inputs by UN representatives and other policy makers.
  • The objectives of the Women's Forum were to: share information on the state of play in the latest FfD negotiations; jointly analyze the FfD panorama and follow-up; build a common women’s rights positioning; and strategize on how to meaningfully and substantively engage from a feminist perspective at the Addis FfD Conference.
  • The Women's Forum was organized by the Women's Working Group on FfD, in collaboration with FEMNET, African Women's Development Fund (AWDF) and the Post 2015 Women's Coalition with support from UN Women.

CSO FfD Forum

  • The CSO FfD Forum took place in Addis Ababa on 11-12 July 2015 and aimed to: inform participating CSOs on the state of play of the official process and coordinate civil society participation in the 3rd FfD Conference; develop a collective CSO Forum Declaration as well as the CSO messages for the FfD Conference Roundtables, the CSO FfD Group-led side events and any other opportunities that might emerge; and plan and organize future areas of CSO engagement on Financing for Development, beyond the 3rd FfD Conference.

The Third UN International Conference on Financing for Development

  • The third Conference on Financing For Development took place in Addis Ababa, Ethiopia, from 13-16 July 2015 and focused on: assessing the progress made in the implementation of the 2002 Monterrey Consensus and the 2008 Doha Declaration; addressing new and emerging issues, including in the context of the recent multilateral efforts to promote international development cooperation. Taking into account: the current evolving development cooperation landscape; the interrelationship of all sources of development finance; the synergies between financing objectives across the three dimensions of sustainable development (economic, social and environmental); and the need to support the United Nations development agenda beyond 2015; and reinvigorating and strengthening the financing for development follow-up process.
  • The Addis Ababa Action Agenda was adopted on 15 July 2015 by Heads of State, Governments and High Representatives at the UN.
  • The feeling however from developing countries, CSOs and more specifically women's organisations was that the Addis Ababa Action Agenda failed to meet the target. The Women's Working Group expressed its strong disappointment and demanded structural changes in the global economic governance and development architecture. Snippet FEA Sabrina Sanchez Bio (EN)

Meet Sabrina Sanchez, remarkable trans migrant woman, sex worker, organizer, transfeminist and one of the founders of the union OTRAS.

Originally from Mexico City, she migrated to Spain 17 years ago after getting a degree in communications and started working as a sex worker.

It didn’t take long before she became involved with trans activism and sex worker activism in Barcelona. After joining the collective Asociación de Profesionales del Sexo (Association of Sex Workers, Aprosex), she started working in its secretariat and founded the Spanish sex workers union OTRAS.

She currently lives in Amsterdam where she works as the coordinator of the European Sex Workers’ Alliance.

Fun fact: she’s also a car mechanic and serious runner!
