Protection de la famille
Contexte
Au cours des dernières années, nous avons observé une nouvelle tendance inquiétante dans les espaces internationaux consacrés aux droits humains. Les discours axés sur « la protection de la famille » sont en effet utilisés pour défendre des violations des droits de membres de la famille, pour renforcer et justifier l’impunité des auteurs de ces violations et pour restreindre l’égalité des droits au niveau de la vie familiale.
La campagne en faveur de la « Protection de la famille » est motivée par une volonté conservatrice d’imposer des conceptions « traditionnelles » et patriarcales de la famille et de priver les membres de la famille de leurs droits pour les transférer à « l’institution familiale ».
Les initiatives visant à la « Protection de la famille » reposent sur :
- la montée du traditionalisme,
- la montée du conservatisme culturel, social et religieux,
- l’existence d’une hostilité vis-à-vis des droits humains des femmes, des droits sexuels, des droits des enfants et enfin des droits des personnes dont l’identité de genre et l’orientation sexuelle ne sont pas conformes aux normes.
Depuis 2014, un groupe d’Etats travaille de front dans les espaces dédiés aux droits humains sous le nom de « Group of Friends of the Family » (Groupe des ami-e-s de la famille) ; des résolutions sur la « Protection de la famille » ont été adoptées chaque année depuis 2014.
Ce programme s’est propagé au-delà du Conseil des droits humains. Nous avons observé l’introduction d’un discours régressif autour de la « famille » à la Commission sur la condition de la femme, ainsi que des tentatives d’introduction dans les négociations sur les Objectifs de développement durable.
Notre approche
L’AWID travaille avec des partenaires et des allié-e-s pour s’opposer ensemble à la « Protection de la famille » et à d’autres programmes régressifs et défendre l’universalité des droits humains.
En réponse à l’influence croissante d’acteurs régressifs au sein des espaces dédiés aux droits humains, l’AWID a rejoint des allié-e-s afin de créer l’Observatoire sur l'Universalité des droits (OURs) (site en anglais). L’OURs est un projet de collaboration qui surveille, analyse et diffuse les informations concernant les initiatives anti-droits telles que la « Protection de la famille ».
Le premier rapport de l’OURs, Nos droits en danger, trace une cartographie des acteurs et actrices qui constituent le lobby mondial anti-droits et identifie leur réthorique et stratégies clés ainsi que leur impact sur les droits humains.
Le rapport précise que le programme de « Protection de la famille » a développé une collaboration entre un large éventail d’acteurs régressifs aux Nations Unies, qu’il décrit comme « un cadre stratégique abritant des positions anti-droits et patriarcales multiples, où le cadre vise entre autres à légitimer et institutionnaliser ces positions. »

對於每個AWID論壇,我們廣泛地徵集為女權主義和社會正義運動作出貢獻的活動並製定論壇项目。
對於第14屆AWID國際論壇,我們希望使該項目真正代表運動的多樣性。
這就是為什麼我們採用一種新穎且吸引人的方式來選擇將產生最終論壇項目的提案:參與式評選過程(PSP)。
什麼是參與式評選過程(PSP)?
參與式評選過程是審查活動提案並將其選為正式論壇項目的最後一步。
參與式評選過程的運作模式:
- 活動提案最初是通過我們的“論壇活動徵集”提交的。這些提案面向有興趣展示其女權主義現實實踐的所有人(包括組織和個人)開放。
- 在所有提交的活動中,AWID工作人員會預先篩選出一些最能反映論壇主題並提出創新模式來吸引觀參與的活動。
- 然後由不同的論壇委員會對活動進行審查併決定入圍名單,從而保障不同地區、運動和想法的多樣性。
- 最後,被選定提案的個人和團體會對其他選定的提案進行審查和評分。得票最多的候選人的提案將成為最終論壇項目的一部分。

為什麼AWID決定在第14屆AWID論壇活動評選中採用PSP?
我們認為PSP與AWID論壇息息相關,因為:
- 它將決策過程的中心置於女權主義現實中的社區裡,這些社區將在論壇上進行展示和討論。
- 它與我們的身份以及我們作為運動的支持/陪伴組織的角色是一致的。
- 它與我們同不同的女權主義和社會正義運動共同創建的論壇願景是一致的,後者通過參與不同的委員會(內容和方法、可及性、運動家和東道國)與AWID合作,創建和促進活動來塑造論壇,並通過PSP做出關於項目的決策。
- 它允許組成論壇結構的紋理(或組成論壇歌曲的聲音)具有更大的多樣性。它確保我們可以超AWID本身以及我們已經了解並與之合作的運動合作夥伴。它為意外驚喜打開了大門。
AWID是如何提出PSP想法的?

Janet Benshoof
Janet Benshoof was a human rights lawyer from the United States and an advocate for women’s equality, sexual and reproductive rights.
She campaigned to broaden access to contraceptives and abortions across the world, and battled anti-abortion rulings and in the American territory of Guam. She was arrested in 1990 for opposing her country’s most restrictive abortion law, but won an injunction at the local court in Guam that blocked the law and eventually won at the Ninth Circuit Court of Appeals, striking down the law for good.

Janet established landmark legal precedents including the US Food and Drug Administrations’ approval of emergency contraception, as well as the application of international law to ensure the rights of rape victims in the Iraqi High Tribunal’s prosecution of Saddam-era war crimes.
Janet was President and founder of the Global Justice Center, as well as founder of the Center for Reproductive Rights, the world’s first international human rights organization focused on reproductive choice and equality. She served 15 years as Director of the American Civil Liberties Union’s Reproductive Rights Project, where she spearheaded litigation shaping US constitutional law on gender equality, free speech, and reproductive rights.

Named one of the “100 Most Influential Lawyers in America” by the National Law Journal, Janet was the recipient of numerous awards and honors.

SYNDICAT RÉSEAU SOLIDARITÉ
Nous vous présentons le syndicat Réseau Solidarité, un syndicat de la santé et des services dirigé majoritairement par des femmes. Émergeant en réponse à la précarité croissante, aux salaires insuffisants et aux environnements de travail hostiles auxquels les travailleur·euses géorgien·es sont confrontés quotidiennement, le Syndicat Réseau Solidarité se bat pour des lieux et des conditions de travail décents.
Son objectif? Créer un mouvement syndical national démocratique. Pour ce faire, il s'est associé à d'autres syndicats locaux et régionaux et a lentement constitué un réseau de syndicats, permettant à de plus en plus de travailleuses de devenir dirigeantes syndicales en cours de route.
Son approche politique est holistique. Pour le syndicat Réseau Solidarité, les questions relatives aux droits du travail sont directement liées aux programmes et réformes politiques et économiques nationaux plus larges. C'est pourquoi iels font pression pour la justice fiscale, les droits des femmes et des personnes LGBTQIA+, et luttent contre le démantèlement de l'État-providence géorgien.
Le syndicat Réseau Solidarité fait également partie de Grève Sociale Transnationale (Transnational Social Strike, TSS), une plate-forme et infrastructure politique inspirée par l'organisation des migrant·e·s, des femmes et des travailleur·euses essentiel·les qui s'efforcent de créer des liens entre les mouvements ouvriers à travers le monde et de fomenter la solidarité globale.

Juli Dugdale
Juli Dugdale fue una feminista australiana que practicaba un liderazgo intergeneracional arraigado en los principios del feminismo, la inclusión y la igualdad. Fue líder, colega y mentora para muchas mujeres, especialmente, para las mujeres jóvenes de todo el mundo.
Juli fue una integrante comprometida del equipo del movimiento Young Women's Christian Association [Asociación Cristiana de Mujeres Jóvenes] (YWCA, por su siglas en inglés), una voluntaria y una ferviente defensora del liderazgo de las mujeres jóvenes por más de 30 años.
Se convirtió en un vínculo fuerte entre el movimiento australiano y la Oficina de la YWCA Mundial. Su confianza en la capacidad de liderazgo de las mujeres jóvenes llevó a establecer una asociación de varios años con el Departamento de Asuntos Exteriores y Comercio de Australia y a la creación del manual Rise Up (Rebélate), una guía global para el liderazgo transformador de las mujeres jóvenes, lanzada en 2018.
Juli falleció en Ginebra el 12 de agosto de 2019.

#MeToo in China
The #MeToo movement in China was ignited in January 2018, impelled by the momentum of the #MeToo movement around the globe. The movement was a response to cultural and systemic problems in relation to gender and power within China. The foundation of the movement was laid over decades, with many years of debate and advocacy for gender equality finally erupting into a tremendous force across society. #MeToo has been driven mainly by young people, among whom are countless anonymous women and their allies, and they search for opportunities to realize the ultimate “Chinese Dream”: to transform China into a country with gender equality.
The environment for #MeToo movement is extremely adverse in China: the rule of law, the fairness and transparency of government action, and freedom of speech cannot be taken for granted by the movement in China but are the very goals it fights for. From the beginning, it has been an intense struggle, with every victim or activist who comes forward running tremendous risks. From being silenced, humiliated, or retaliated against, to having their safety jeopardized, every success of the #MeToo movement has been won by those who are courageous enough to bear the costs of speaking out and defying censorship.
#MeToo in China Exhibition was first held in 2019 and toured in 5 cities. The aim of the exhibition is to bring the personal experiences of the victims and activists to greater prominence and, through engagement with these stories, to inspire our audience to join in the fight. The exhibition has itself become a part of the #MeToo struggle—the exhibition has been beset by challenges on its tour throughout China, on more than one occasion even facing closure.

Son film révolutionnaire Sambizanga (1972), avec son “image révolutionnaire”, retrace la lutte de libération anticoloniale des activistes angolais et retranscrit le point de vue d’une femme qui se trouve dans ce moment historique.
“Pour beaucoup de cinéastes africains, le cinéma est un outil de la révolution, une éducation politique pour transformer les consciences. Il s’inscrivait dans l’émergence d’un cinéma du Tiers-Monde cherchant à décoloniser la pensée pour favoriser des changements radicaux dans la société.” - Sarah Maldoror
Au cours de sa carrière, Sarah a fondé, aux côtés d’un certain nombre d’artistes africain·e·s et caribéen·ne·s, la première compagnie de théâtre noire en France (1956). Elle a réalisé une quarantaine de films, y compris d’importants documentaires qui mettent en valeur les vies et l’oeuvre d’artistes noir·e·s, notamment celles de son ami et poète Aimé Césaire qui lui écrivit ceci:
“À Sarah Maldoror qui, caméra au poing,
combat l’oppression, l’aliénation
et défie la connerie humaine”.
Sarah a également voulu permettre aux femmes africaines de s'approprier davantage le processus de réalisation des films. Dans une interview, elle faisait remarquer :
"La femme africaine doit être partout. Elle doit être à l'image, derrière la caméra, au montage, à toutes les étapes de la fabrication d'un film. C'est elle qui doit parler de ses problèmes…”
Sarah a laissé un héritage incroyablement puissant qui doit être transmis.
Née le 19 juillet 1929, Sarah est décédée le 13 avril 2020 des suites de complications liées au coronavirus.
