Women Human Rights Defenders

WHRDs are self-identified women and lesbian, bisexual, transgender, queer and intersex (LBTQI) people and others who defend rights and are subject to gender-specific risks and threats due to their human rights work and/or as a direct consequence of their gender identity or sexual orientation.

WHRDs are subject to systematic violence and discrimination due to their identities and unyielding struggles for rights, equality and justice.

The WHRD Program collaborates with international and regional partners as well as the AWID membership to raise awareness about these risks and threats, advocate for feminist and holistic measures of protection and safety, and actively promote a culture of self-care and collective well being in our movements.


Risks and threats targeting WHRDs  

WHRDs are exposed to the same types of risks that all other defenders who defend human rights, communities, and the environment face. However, they are also exposed to gender-based violence and gender-specific risks because they challenge existing gender norms within their communities and societies.

By defending rights, WHRDs are at risk of:

  • Physical assault and death
  • Intimidation and harassment, including in online spaces
  • Judicial harassment and criminalization
  • Burnout

A collaborative, holistic approach to safety

We work collaboratively with international and regional networks and our membership

  • to raise awareness about human rights abuses and violations against WHRDs and the systemic violence and discrimination they experience
  • to strengthen protection mechanisms and ensure more effective and timely responses to WHRDs at risk

We work to promote a holistic approach to protection which includes:

  • emphasizing the importance of self-care and collective well being, and recognizing that what care and wellbeing mean may differ across cultures
  • documenting the violations targeting WHRDs using a feminist intersectional perspective;
  • promoting the social recognition and celebration of the work and resilience of WHRDs ; and
  • building civic spaces that are conducive to dismantling structural inequalities without restrictions or obstacles

Our Actions

We aim to contribute to a safer world for WHRDs, their families and communities. We believe that action for rights and justice should not put WHRDs at risk; it should be appreciated and celebrated.

  • Promoting collaboration and coordination among human rights and women’s rights organizations at the international level to  strengthen  responses concerning safety and wellbeing of WHRDs.

  • Supporting regional networks of WHRDs and their organizations, such as the Mesoamerican Initiative for WHRDs and the WHRD Middle East and North Africa  Coalition, in promoting and strengthening collective action for protection - emphasizing the establishment of solidarity and protection networks, the promotion of self-care, and advocacy and mobilization for the safety of WHRDs;

  • Increasing the visibility and recognition of  WHRDs and their struggles, as well as the risks that they encounter by documenting the attacks that they face, and researching, producing, and disseminating information on their struggles, strategies, and challenges:

  • Mobilizing urgent responses of international solidarity for WHRDs at risk through our international and regional networks, and our active membership.

Debbie Stothard

Biography

During her 38-year career, Debbie Stothard, has worked with diverse communities and activists to engage states, IGOs and other stakeholders throughout Asia, Africa, Europe, and the Americas on human rights and justice. Her work is focused on the thematic priorities of business and human rights, atrocity prevention, and women’s leadership. Accordingly, she has either facilitated or been a resource person at nearly 300 training events in the past 15 years. Most of these were grassroots-oriented workshops delivered in the field, focused on human rights advocacy, economic literacy and business and human rights, and transitional justice and atrocity prevention. Her work in transitional justice and atrocity prevention has mainly focused on Burma/Myanmar, however she has provided advice on responses to other country situations around the world.

During 1981 – 1996, Debbie worked as a crime reporter, student organizer, policy analyst, academic, government advisor and food caterer in Malaysia and Australia while volunteering for human rights causes. In 1996, she founded ALTSEAN-Burma which spearheaded a range of innovative and empowering human rights programs. This includes ALTSEAN’s ongoing intensive leadership program for diverse young women from Burma, which in the past 22 years, has helped strengthen and expand women’s leadership in conflict-affected zones. She served as a member of the Board of the International Federation for Human Rights (FIDH) for 9 years as Deputy Secretary-General (2010-2013) and Secretary-General (2013 – 2019) during which she promoted the mission and profile of FIDH at approximately 100 meetings and conferences per year.

An alternative future is possible, we just have to keep believing

The Crear | Resister | Transform Feminist Festival in September was such a breath of fresh air in these uncertain, turbulent and painful times.

The space created by this festival has been so necessary. Necessary for the souls of those who are seeking comfort during these bleakest of times. Necessary for those craving community in what feels like an increasingly isolating world and above all, necessary for those fighting against the very systems that have brought many of us to our knees, especially over the past two years.

“Crisis is not new to feminist and social movements, we have a long history of surviving in the face of oppression and building our communities and our own realities.”

Advocating for alternative visions and alternative realities to the one we are currently living in is a fundamental building block of the feminist agenda. So many amazing people are doing the work of exploring different ways for us to exist in this world. These alternatives are people-centred. They are equitable and just. These worlds are filled with love, tenderness and care. The visions outlined are almost too beautiful to imagine, yet we must force ourselves to imagine because this is the only way we can continue.

Over the past 10 months, I have been incredibly fortunate to be working with a feminist collective that is not just imagining an alternative reality but actively living it. We are inspired by the work of so many other feminist movements across the globe who have not let the white supremacist, capitalist patriarchy deter their visions. This collective has held me together when all I wanted to do was fall apart. Much like the story shared by Maria Bonita on Day 4 of the festival, the liberation I have found in feminist movements is far too great to only be experienced by me. This is something we need to share, that we need to shout from the rooftops as we invite others to join.

Day 4 of the festival brought with it a captivating conversation between Felogene Anumo, Dr Dilar Dirik, Nana Akosua Hanson and Vandana Shiva who encouraged festival attendees to believe that not only is an alternative future possible - but that it is indeed urgent. Feminists have been talking about alternative worlds for so many years and hearing about these from the panellists was not just eye-opening but also comforting. Comforting in the sense that it made me feel safe to know that there are indeed strong, global feminist networks working across international and national borders, seeking to decolonise the established frameworks of our current realities.

What does an alternative reality look like?

During the session, Dr Dirik highlighted the fact that belief, sacrifice and patience are most needed to abolish the oppressive systems we currently live in. Collaboration, partnership, creativity, solidarity and autonomy. These are key pillars to building a global feminist society and they should be embraced by all feminist movements around the world. 

Practical examples of these realities can be found across the globe, including the Soulaliyate Women's Land-Use Rights Movement. Referring to the tribal women in Morocco who live on collective land, the Soulalyate Women’s Movement is the first grassroots nationwide mobilisation for land rights in Morocco. Whilst initially the movement was quite small, it grew into a nationwide agenda that challenged the gendered nature of laws regulating land in the country. In 2019, the group contributed to overhauling the national framework legislation on the management of community property through the adoption of three sets of laws guaranteeing the equality of women and men. 

Another practical example is Zuleymi Trans House in Peru. Operating since 2016, the house is a refuge for migrant trans women, girls and teens who the state has left behind. It has provided safe shelter for 76 migrant trans women from Venezuela, along with 232 from jungle areas, Indigenous communities and the north coast of Peru.

Knowing about these feminist movements who are doing the work to make alternative futures a reality is incredibly inspiring and just what is needed, especially as I struggle to grapple with the neverending stream of bad news that seems to flow uninterrupted.

AWID has always been a movement inspired by the feminist realities that we can live in. Through their festivals, as well as feminist realities magazine and toolkit, we have been shown a different way of doing things. We can imagine a world where care is prioritised, where feminist economies and gender justice are the norm. Creating alternative futures is how we fight back, it’s how we resist the violence that is perpetrated against our bodies every day.

The Crear | Resister | Transform Festival has allowed me to feel so connected to a global community, many of whom I will never meet. Knowing that we are all working towards and claiming another world has lit a fire in my soul and I cannot wait to see what the next festival will have in store.

Rosa Candida Mayorga Muñoz

Rosa Cándida Mayorga Muñoz fue una trabajadora social guatemalteca, líder sindical y defensora de los derechos laborales. La llamaban cariñosamente «Rosita».

En la década de 1980, Rosa se convirtió en la primera mujer integrante del Comité Ejecutivo del Sindicato de Trabajadores del Instituto Nacional de Electrificación (STINDE), un sindicato al que se había incorporado originalmente para defender los derechos laborales de las mujeres. Para ella, esto significaba luchar por la igualdad de oportunidades en una empresa en la que muchas mujeres enfrentaban un sistema discriminatorio y violento creado por las autoridades de la compañía. Rosa también había sufrido acoso sexual en su lugar de trabajo, tanto por parte de sus compañeros de trabajo, como de los funcionarios. Sin embargo, no era alguien a quien se pudiera acallar.

Rosa continuó con su pelea y fue parte del esfuerzo por configurar la lucha en una forma más específica, la del «Pacto colectivo de condiciones de trabajo INDE -STINDE». Este pacto fue pionero: el primero en tipificar el concepto de acoso (sexual) en Guatemala. Sirve como referencia para la legislación guatemalteca en temas laborales, y es un estímulo para otros sindicatos.

«No tenía herramientas de lucha más que sus propios ideales... Muchas veces fue intimidada, hostigada para dejar por un lado la lucha, pero su valentía a enfrentar generaba la imagen de la esperanza para los sindicalistas de bases. Rosita se trazó una imagen de respeto, no solo dentro de su sindicato, sino ante las autoridades de la institución, ante el movimiento de mujeres; fue reconocida, como pionera, del movimiento de mujeres sindicalistas, en un espacio que había sido más desarrollado por hombres.» - Maritza Velasquez, ATRAHDOM

Rosa falleció el 4 de abril de 2018, a la edad de 77 años.

Jemimah Naburri-Kaheru

Biography

Jemimah Naburri-Kaheru est une stratège internationale accomplie en matière de ressources humaines à impact profond dans la région de la Corne de l'Afrique. Jemimah était auparavant responsable régionale des ressources humaines et du bureau de l'Initiative stratégique pour les femmes dans la Corne de l'Afrique (SIHA) . Son influence s’est étendue jusqu’à la direction des ressources humaines de plus de 70 employé·e·s régionaux·ales, alors que l'organisation connaissait une croissance rapide, avec une augmentation de 40 % de ses revenus annuels. Tout au long de sa carrière, Jemimah a orchestré avec succès des efforts de recrutement, introduit des systèmes de performance basés sur le mérite, de même que supervisé les relations avec les employé·e·s et les politiques RH. Elle a joué un rôle central dans le soutien aux stratégies mondiales de personnel. Avec une formation universitaire en Études de Développement de l'Université de Makerere (Ouganda) et un Master en Gestion des Ressources Humaines, Jemimah est évidemment engagée envers le développement professionnel. Sa contribution à des effectifs hautement performants et à un leadership international en matière de ressources humaines la positionne comme un atout inestimable dans toute entreprise mondiale.

Llevamos juntxs más de 20 años; el amor y apoyo de ustedes me es muy entrañable. Es interesante pensar que ustedes también tienen una edad similar a la de AWID, que somos contemporáneas, tratando de descubrir cómo comprometernos y apoyar a la comunidad. A las madres del movimiento: sus liderazgos y orientación han sido inigualables. Pienso en Prudence Mabele, Kate Thompson, Darien Taylor, Patricia Pérez, Martha Tholanah, Deloris Dockery, Iris De La Cruise, Doris Peltier, Cecilia Chung y tantxs otras. Aunque no son perfectxs (ya que ningunx de nosotrxs lo es), ustedes siempre ponen a su comunidad en primer lugar y abogan por la inclusión de TODXS lxs mujeres que viven con el VIH en los espacios feministas.

Amo la forma en que me sostuvieron cuando nadie más había podido hacerlo, pero lo más importante es cómo nos sostuvimos mutuamente. Ustedes comprenden el estigma, la discriminación, la violencia y el dolor, y también comprenden la alegría, el amor y el perdón. Como feministas que vivimos con el VIH, somos gloriosas y poderosas en nuestra interseccionalidad. Entendemos que el feminismo incluye y que está liderado por comunidades — las de nuestras hermanas negras, marronas e indígenas, las comunidades trans y de género diverso, lxs trabajadorxs sexuales, lxs queer/lesbianas, lxs que han sido encarceladxs y lxs que usan drogas —, tal y como se establece en los principios de la MPPVS (mayor participación de las personas que viven con el VIH y el sida). Practicamos un  feminismo incluyente. Hablamos de los temas difíciles y de las comunidades criminalizadas, porque como personas que vivimos con el VIH, nosotrxs mismxs estamos criminalizadxs. 

Sería muy desconsiderada si no le enviara un cariño especial a lxs mujeres jóvenes que viven con el VIH, que son el latido del movimiento. Lxs veo, Kia Lebejia, Keren Dunaway, Liz Onyango,  Faith Ona, Sara Thapa Maga, Doreen Moraa, Yana Panfilova y millones de otrxs increíbles activistas que viven con el VIH. Ustedes son la energía  que nos seguirá impulsando y que nos permitirá ser consideradxs importantes en los movimientos feministas hegemónicos. Gracias por hacer avanzar cada vez más a nuestro movimiento para incluir SIEMPRE a las personas trans y de género diverso, para hablar de las relaciones entre el cambio climático y la salud y los derechos sexuales y reproductivos. 

Lxs quiero, quiero, quiero mucho. Para bien o para mal, avancemos juntxs porque esta es nuestra comunidad, esta es mi comunidad.

Mirna Teresa Suazo Martínez

Mirna Teresa Suazo Martínez faisait partie de la communauté garifuna (afro-descendante et autochtone) Masca et vivait sur la côte nord des Caraïbes du Honduras. Elle était leader de sa communauté et fervente défenseure du territoire autochtone, une terre qui a été violée le jour où l'Institut national agraire du Honduras a accordé des licences territoriales à des personnes extérieures à la communauté. 

Ce fait déplorable a été à l'origine de harcèlements, d'abus et de violences répétés contre Masca, où les intérêts économiques de différents groupes se sont heurtés à ceux des forces armées et des autorités honduriennes. Selon l'Organisation fraternelle noire du Honduras (OFRANEH), la stratégie de ces groupes consiste à expulser et exterminer la population autochtone. 

« Masca, la communauté garifuna située près de la vallée du Cuyamel, se trouve dans la zone d’influence de l’une des villes présumées modèles, une situation qui a déclenché des pressions territoriales le long de la côte garifuna. » - OFRANEH, 8 septembre 2019

Mirna Teresa, présidente du conseil d'administration de la communauté de Masca à Omoa, avait elle aussi fermement rejeté la construction de deux centrales hydroélectriques sur la rivière Masca, qui porte le même nom que sa communauté.

« La communauté garífuna attribue l'aggravation de la situation dans leur région à son opposition à l'exploitation touristique, à la monoculture de palmiers africains et au trafic de drogue, tandis qu'elle cherche parallèlement à construire une vie alternative au travers de la culture de la noix de coco et d'autres produits d'autoconsommation ». - Voces Feministas, 10 septembre 2019 

Mirna Teresa a été assassinée le 8 septembre 2019 dans son restaurant « Champa los Gemelos ». 

Elle est l'une des six femmes défenseures garifunas à avoir été assassinées rien qu'entre septembre et octobre 2019. Selon l'OFRANEH, les autorités n'ont pas mené d'enquête sur ces crimes.

« En ce qui concerne les communautés garífuna, une grande partie des homicides sont liés au régime foncier et à la gestion des terres. Cependant, les querelles entre les organisations criminelles ont abouti à des meurtres, à l’instar de ceux ayant eu lieu récemment à Santa Rosa de Aguán ». - OFRANEH, 8 septembre 2019

Khaoula Ksiksi

Biography

Khaoula Ksiksi is a passionate advocate for justice, equity, and liberation. As a Gender, Equality, Diversity, and Inclusion (GEDI) Advisor, she works to make inclusivity a lived reality, not just a policy, across humanitarian programs and crisis contexts. She collaborates with teams to challenge structural oppression using bold, transformative tools rooted in lived experience.

Her activism began on the frontlines of Tunisia’s anti-racism movement. With Mnemty, she helped push through the country’s first anti-discrimination law, forcing a national reckoning with racial injustice. She later co-founded Voices of Black Tunisian Women to amplify Black women’s leadership, build solidarity networks, and demand visibility in a society that often silences them.

Khaoula is also a founding member of Falgatna, a radical queer-feminist movement fighting for SOGIESC rights and supporting LGBTQI+ communities through direct action, digital resistance, and survivor-centered advocacy.

Previously, she led regional feminist and climate justice projects at the Rosa Luxemburg Foundation in North and West Africa.

At the heart of her work is a deep belief: no one is free until we all are. Her activism is both a fight and a love letter to her people, her communities, and the world we deserve.

des fantômes nous expulsent d’une maison, d’une famille ou d’une nation
on arrive éreintées dans un espace (parfois une vraie adresse) mais surtout dans un état d’être
précédées par une étoile déchue
notre arrivée n’est peut-être pas accompagnée par la fatigue,
mais bien par la peur
notre arrivée n’est peut-être pas accompagnée par la peur
mais bien par la colère
de problèmes qui se répètent en boucle :
un coup au cœur (entendez douleur sentimentale)
un coup dans le dos (entendez trahison)
des disparitions forcées
des corps condamnés par le mariage, la défiguration et la fatigue chronique
mais quand on arrive, on se rassemble, on chuchote, on parle et on pleure.
C’est comme ça que naissent nos mouvements lorsque l’on arrive l’une à l’autre
Nous devenons des graines,
C’est comme ça que naissent nos mouvements lorsque l’on se sème l’une l’autre
Devenant des fleurs, parfois juste des épines, parfois des fruits,

Stacey Park Milbern

“I do not know a lot about spirituality or what happens when we die, but my crip queer Korean life makes me believe that our earthly bodyminds is but a fraction, and not considering our ancestors is electing only to see a glimpse of who we are.” - Stacey Park Milbern

Stacey Park Milbern was a self-identifying queer disabled woman of colour and a trailblazer. A long-standing and respected organizer and leader in the disability rights and justice movement, she also advocated for the rights of many different communities, not just her own. Stacey’s activism had mighty roots in her experience at the intersections of gender, disability, sexuality and race.

Stacey, along with some friends, co-created the Disability Justice Culture Club, a group working to support various and especially vulnerable communities, including helping homeless people gain access to resources during the COVID-19 pandemic. 

She was also a co-producer of an impact campaign for Netflix’s documentary “Crip Camp”, a board member of the WITH Foundation, and led organizations at local, state and national levels. Stacey wrote beautifully and powerfully:

“My ancestors are people torn apart from loves by war and displacement. It’s because of them I know the power of building home with whatever you have, wherever you are, whoever you are with. My ancestors are queers who lived in the American South. It’s because of them I understand the importance of relationships, place and living life big, even if it is dangerous. All of my ancestors know longing. Longing is often our connecting place...” - Stacey Park Milbern

She was born in Seoul, Korea and grew up in North Carolina, later  continuing her journey in the San Francisco Bay Area. Stacey passed away of complications from surgery on her 33rd birthday on 19 May 2020.
