Protection of the Family
The Issue
Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.
The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.
“Protection of the Family” efforts stem from:
- rising traditionalism,
- rising cultural, social and religious conservatism and
- sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.
Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.
This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.
Our Approach
AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.
In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs). OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like “Protection of the Family”.
Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.
The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN. It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Research methology
Over eight years, we did four global surveys and built a research methodology.
In 2013, we published three global reports. These reports confirm that women’s rights organizations are doing the heavy lifting to advance women’s rights and gender equality by using diverse, creative and long-term strategies, all while being underfunded.
Our 2010 global survey showed that the collective income of 740 women’s organizations around the world totaled only USD 104 million. Compare this with Greenpeace International, one organization with a 2010 budget of USD 310 million1. Imagine the impact these groups could have if they were able to access all the financial resources they need and more?
AWID’s WITM research has catalyzed increased funding for women’s rights organizing. WITM research was a driving force behind the Catapult crowdfunding platform, which has raised USD 6.5 million for women’s rights. The Dutch Government cited WITM research as a reason for its unprecedented MDG 3 Fund of EU 82 million. WITM research has also led to the creation of several new funds: FRIDA – The Young Feminist Fund, the Indigenous Women’s Fund, Fundo Elas, the Mediterranean Women’s Fund and the Rita Fund.
Funding trends analyses
While the WITM research has shed important light on the global funding landscape, AWID and partners have identified the need to dig deeper, to analyze funding trends by region, population and issue. In response, organizations are now using AWID’s WITM research methodology to do their own funding trends analyses. For example, in November 2013, Kosova Women’s Network and Alter Habitus – Institute for Studies in Society and Culture published Where is the Money for Women’s Rights? A Kosovo Case Study.
At the same time, AWID continues to collaborate with partners in Where is the Money for Indigenous Women’s Rights (with International Indigenous Women’s Forum and International Funders for Indigenous Peoples) and our upcoming Where is the Money for Women’s Rights in Brazil? (with Fundo Elas).
Several organizations have also conducted their own independent funding trends research, deepening their understanding of the funding landscape and politics behind it. For example, the South Asian Women’s Fund was inspired by AWID’s WITM research to conduct funding trends reports for each country in South Asia, as well as a regional overview. Other examples of research outside of AWID include the collaboration between Open Society Foundations, Mama Cash, and the Red Umbrella Fund to produce the report Funding for Sex Workers Rights, and the first-ever survey on trans* and intersex funding by Global Action for Trans* Equality and American Jewish World Service.

Abby Lippman
Abby était une féministe pionnière, militante des droits humains.
Ancienne épidémiologiste de l'Université McGill, Abby était réputée pour défendre les causes sociales et pour ses critiques perspicaces concernant les technologies de procréation humaine assistée et d'autres sujets médicaux. Plus précisément, elle a fait campagne contre ce qu'elle a appelé la « généticisation » des technologies de procréation, contre l'hormonothérapie substitutive et pour des recherches plus qualitatives et plus longues avant l'approbation de nouveaux vaccins comme celui contre le papillomavirus humain.
À la nouvelle de son décès, ses ami-e-s et collègues l'ont décrite avec affection comme une « ardente défenseure » de la santé des femmes.

Giving context
Conducting desk research throughout your research process can assist you with framing, help you to choose survey questions and provide contextual clarity or interesting insights to your survey results, such as comparing similarities and differences between your survey results and information produced by civil society and donors.
Perhaps you notice trends in your survey data and want to understand them.
For example, your survey data may reveal that organization budgets are shrinking, but it cannot tell you why this is happening. Reviewing publications can give you context on potential reasons behind such trends.
Building on existing knowledge
Desk research also ensures you are building your research on the existing knowledge regarding your topic, confirming the validity and relevance of your findings.
They may be complimentary or contradictory to existing knowledge, but they must speak to existing data on the topic.
To ensure comprehensive research of the entire funding landscape related to your topic, look at a diverse set of funding sectors.
You can consider:
- Women’s Funds
- Private and Public Foundations
- International Non-Governmental Organizations (INGOs)
- Bilateral and Multilateral Agencies
- Private Sector Actors
- Individual Philanthropists
- Crowdfunders
Include any other relevant sectors to this research.
For example, you may decide that it is also important to research local non-governmental organizations (NGOs).

These are direct sources of information about what funders are actually doing and generally contain information on policies and budgets. Researching this before interviewing donors can result in more focused questions and a stronger interview.

Marielle Franco
Marielle was a Brazilian politician, feminist, lesbian and human rights activist.
Marielle was an outspoken critic of police brutality and extrajudicial killings. Her openly feminist, Black and favela-centered politics were a source of hope for marginalized groups in Rio de Janeiro, currently governed by a conservative city government and an evangelical mayor.
On March 14, 2018, after delivering a speech in Rio de Janeiro, Franco and her driver were shot multiple times and killed. Following news of her death crowds took to the streets shouting "Marielle presente!" (Marielle is here!) and demanding justice be done.

AWID IN 2014: Strengthening Women’s Rights Organizing Around the World
AWID is very pleased to share our 2014 Annual Report.
From building knowledge on women’s rights issues to amplifying responses to violence against women human rights defenders (WHRDs), our work last year continued to strengthen feminist and women’s rights movements across the world.
Get learn how we built the capacity of our members and broader constituency, pushed hard to keep women’s rights on the agenda of major international development and human rights processes, and helped increase coverage of women’s rights issues and organizing through the media. You'll find a panoramic sampling of our projects and some concrete numbers demonstrating our impact.
Collaboration is at the heart of all that we do, and we look forward to another year of working together to take our movements to the next level.
A sneak peak inside the report
Despite an increasingly challenging panorama, there are important signs of hope for advancing women’s rights agendas. Women’s rights activists remain crucial in creating openings to demand structural change, sustaining their communities, opposing violence and holding the line on key achievements. And there are important opportunities to influence new actors and to mobilize greater resources to support women’s rights organizations.
In this context, strong collective action and organizing among women’s rights activists remains essential.

¿Cómo se originó este proyecto?
Pensamos que la economía, el mercado, el sistema financiero y las premisas sobre las que se basan son todas áreas fundamentales para la lucha feminista.
Por eso, nuestra visión de una economía justa va más allá de promover los derechos y el empoderamiento de las mujeres en una economía de mercado, sino que busca evaluar el rol que juegan las opresiones de género en dar forma al modelo económico y ver como podemos transformarlo para garantizar la justicia de género y económica.
El proceso
No estamos comenzando de cero ni estamos solas en nuestro intento de presentar propuestas feministas para una economía justa. Muchas de nuestras propuestas ya han sido presentadas o existen en la práctica de las diversas comunidades que confrontan y desafían a los sistemas económicos dominantes basados en el mercado y el crecimiento.
También somos concientes de las limitaciones que algunas alternativas presentan para abordar las injusticias del actual sistema capitalista a escala global. No siempre las propuestas a nivel micro son la respuesta a los problemas macro, si bien representan espacios importantes de resistencia y construcción de movimientos.
Metas
Sin embargo, las alternativas feministas para una economía justa son fundamentales para socavar el sistema y para aprender a generar cambios transformadores y sistémicos. No podemos presumir de ofrecer un relato exhaustivo ni completo acerca de cómo crear un modelo económico feminista justo, o varios modelos de esa clase. Lo que sí podemos hacer es recoger elementos de diálogos con otros movimientos (sindicales, ambientales, rurales y de campesinxs) para formular propuestas que nos permitan acercanos a esa visión.
¿Qué queremos cambiar?
El modelo neoliberal que dirige la economía global ha demostrado una y otra vez su incapacidad para hacer frente a las causas estructurales de la pobreza, las desigualdades y la exclusión. Lo que en realidad ha hecho el neoliberalismo ha sido contribuir a crear y exacerbar esas injusticias.
En estas últimas tres décadas, las políticas dominantes para el desarrollo se han caracterizado por la globalización, liberalización, privatizaciones, financialización y ayudas condicionadas, y han destrozado los medios de vida de la población. El recorrido de estas políticas también ha estado marcado por la profundización de desigualdades, las injusticias con marca de género y la destrucción ambiental que el mundo ya no puede continuar soportando.
Hay quienes no dudan en sostener que el crecimiento económico, que debe ser facilitado dando plena libertad a las grandes corporaciones y empresas, puede generar y sostener una una marea alta que (con el tiempo) levante todos los barcos.
Sin embargo, la noción de desarrollo que ha prevalecido durante las últimas décadas, construida sobre la premisa de un crecimiento económico ilimitado, está atravesando una crisis ideológica.
El mito del crecimiento económico como panacea para todos nuestros problemas está perdiendo cada vez más prestigio.

Razan era una médica voluntaria de 21 años en Palestina.
Le dispararon cuando corría hacia un muro fronterizo fortificado, en un intento por llegar hasta una persona herida en el este de la ciudad de Khan Younis, en el sur de Gaza.
En su última publicación en Facebook, Razan dijo: «Estoy volviendo y no retirándome», y añadió: «Denme con sus balas, no tengo miedo».
2019: Realidades feministas en un mundo cambiante
AWID comenzó a preparar este informe anual en el momento en que la pandemia global empezaba a desintegrar las formas en que nos reunimos, nos organizamos y vivimos nuestras vidas. Es imposible reseñar lo que hemos hecho sin que el COVID-19 afecte nuestra evaluación.

La creación conjunta de realidades feministas ya no es solamente un tema del Foro de AWID: es un llamamiento a la acción en respuesta a una pandemia que ha puesto en evidencia las falencias de los sistemas sociales, políticos y económicos.
Es una afirmación, urgentemente necesaria, de que existen otros modos, más justos, de organizar nuestras vidas. Durante 2019, cientos de grupos compartieron con nosotrxs sus experiencias y propuestas de realidades feministas, que van desde las redes radicales de apoyo comunitario que facilitan el aborto autogestionado en América Latina y las prácticas de economías comunitarias en Indonesia y de sistemas alimentarios comunitarios en India y EEUU, hasta la reconcepción y renovación de las prácticas no perjudiciales para ritos de iniciación en Sierra Leona. Estas son las experiencias que trazarán un camino hacia una «nueva normalidad».
Sin embargo, las largas historias de opresión y violencia pueden hacer que resulte difícil imaginar lo posible.
Una parte clave de nuestro trabajo de 2019 fue alentar estas exploraciones a través de una guía que AWID lanzó para apoyar a aquellos grupos interesados en descubrir las historias y las aspiraciones que son los componentes esenciales de las proposiciones feministas.
Mientras nos focalizamos en nuestras propuestas para un mundo diferente, también reconocemos el complejo contexto que nos rodea. A través de alianzas con el Observatorio sobre la Universalidad de los Derechos, las Feministas por un Tratado Vinculante, el Consorcio Count Me In! y otras organizaciones, AWID ha continuado resistiendo contra el poder corporativo irrestricto y contra las agendas fascistas y fundamentalistas que socavan los derechos de las mujeres y la justicia de género. En vista de las escasas posibilidades de lograr un cambio transformador a través de procesos multilaterales y de la limitada receptividad de la mayoría de los Estados, estamos redoblando nuestros esfuerzos para garantizar que los movimientos feministas, en toda su diversidad, sean financiados de forma proporcional al papel crítico que desempeñan al apoyar a sus comunidades, reclamar derechos, y responder a las crisis. En 2019, introdujimos principios y enfoques feministas para fondos innovadores como la Iniciativa Spotlight y el Fondo Igualdad, y logramos obtener recursos a través de subvenciones de fondos semilla para realidades feministas provenientes de donantes feministas.
Si miramos hacia adelante, resulta claro que el contexto requiere una transformación de nuestras estrategias de organización:
- estamos aprendiendo a manejar el trabajo de incidencia global aún confinado a los canales en línea,
- lidiamos con la incertidumbre respecto de cuándo y cómo podremos reunirnos en forma presencial y
- utilizamos las herramientas que tenemos a disposición para estrechar conexiones desde las esferas locales a las mundiales.
AWID se está embarcando ahora en un nuevo modelo de membresía que reduce las barreras para el acceso y pone el énfasis en las oportunidades para la participación y la conexión entre afiliadxs. Seguiremos experimentando con distintas herramientas y procesos virtuales para construir comunidad. La interacción entre movimientos continuará siendo central para nuestro trabajo. Las acciones de AWID en solidaridad con los movimientos y las identidades que sufren opresión (incluso y especialmente cuando estas quedan marginalizadas dentro de los movimientos feministas) son importantes para impulsar el cambio y brindar apoyo a los movimientos amplios e inclusivos para todas las personas.
La crisis no es nueva para los movimientos feministas y sociales.
Somos resilientes, nos adaptamos, y nos hacemos presentes para lxs demás. Y tenemos que seguir haciéndolo mejor. Gracias a todxs ustedes, que son parte del viaje junto con nosotrxs.
