Protection of the Family

The Issue

Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.

The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.

“Protection of the Family” efforts stem from:

  • rising traditionalism,
  • rising cultural, social and religious conservatism and
  • sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.

Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.

This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.

Our Approach

AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.

In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs).  OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like  “Protection of the Family”.

Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.   

The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN.  It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Most of María’s life was devoted to incorporating a feminist and gender perspective in institutional and organizational work, and capacity building in Latin America. 

As a child, María had a strong interest in art, communication, nature, literature, and the achievement of justice, especially for women and marginalized groups.

María was committed to sexual and reproductive rights and was a member of the National Board for Integral Education in Sexuality. She is remembered by those who loved her as a “passionate and restless fighter” with a strong commitment to women’s and children’s rights.

Remembering: A Tribute to WHRDs no longer with us

AWID honors feminists and Women Human Rights Defenders (WHRDs) who have died and whose contributions to the advancement of human rights are very much missed.

Celebrating Activists and WHRDs

AWID’s WHRD Tribute is a photo exhibition featuring feminist, women’s rights and social justice activists from around the world who are no longer with us. 

The Tribute was first launched in 2012, at AWID’s 12th International Forum, in Turkey. It took shape with a physical exhibit of portraits and biographies of feminists and activists who passed away. The initiative was described by Forum participants as being a unique, moving and energizing way to commemorate our collective history.

At the 13th International Forum in Brazil, we honored activists and WHRDs with a mural unveiling ceremony in four languages, a dance performance and a Brazilian ritual.

In between the events, the Tribute lives as an online gallery that is updated every year as part of the 16 Days Campaign Against Gender Based Violence (25 November – 10 December).

Contributions from all over the world

Since 2012, through our annual Tribute to Women Human Rights Defenders (WHRDs) no longer with us, over 400 feminists and WHRDs from 11 regions and 80 countries have been featured. 

AWID would like to thank the families and organizations who shared their personal stories and contributed to this memorial. We join them in continuing the remarkable work of these women and forging efforts to ensure justice is achieved in cases that remain in impunity.

The violence and threaths against WHRDs persist

In addition to paying homage to these incredible activists, the Tribute particularly sheds light on the plight of WHRDs who have been assassinated or disappeared.

One third of those featured in the Tribute were activists who have been murdered or disappeared in suspicious circumstances. They were specifically targeted for who they were and the work they did to challenge: 

  • State power
  • Heteronormativity
  • Fundamentalisms
  • Corporations
  • Patriarchy
  • Organized Crime
  • Corruption
  • Militarization…

Women like Agnes Torres, from Mexico, was killed because of her gender identity and sexual orientation; or Cheryl Ananayo, an environmental activist from the Philippines was assassinated as she struggled against a mining company; or Ruqia Hassan, a Syrian independent journalist and blogger killed for her criticism of ISIS. And so many others.

With the WHRD Tribute, we bring them all into our collective memory and carry their legacy of struggle as our torch in the feminists’ and women’s rights movements. We recognize that security, safety and self-care must be a priority in all our political agendas. And we call on to governments and international bodies to collectively address violence against feminists and WHRDs.

We believe this is a critical step to ensure the sustainability of our movements for gender equality, women’s rights, and justice for all.

Peni fue una filósofa feminista radical, poeta, escritora, dramaturga y compositora.

Como primera coordinadora del movimiento por los derechos de las mujeres de Fiji, dejó un legado atravesado por su profundo compromiso con los derechos humanos de las mujeres, la justicia y la paz. La dedicación de Peni a la justicia social, económica y ecológica y su sobresaliente trabajo le valieron el respeto local e internacional. Fue una de las primeras participantes de los movimientos feministas hegemónicos en Fiji en trabajar junto a las personas LGBTQI como una verdadera aliada y brindó asistencia práctica durante la creación del movimiento de trabajadorxs sexuales.

Sus colegas la describen como una persona formidable y una líder con visión para el cambio. Inspiró a muchxs con su creatividad y coraje. Su trabajo significó una plataforma para que las personas sean escuchadas, adquieran nuevas habilidades y abran nuevos caminos tanto personales como comunitarios.

AGROECOLOGÍA Y SOBERANÍA ALIMENTARIA COMO RESISTENCIA

Hoy en día, la producción industrial de alimentos a gran escala utiliza plantaciones de monocultivo, organismos genéticamente modificados y otros pesticidas que destruyen la tierra y el conocimiento de las comunidades locales.

La agroecología es una resistencia a la agricultura hiper-industrializada utilizada por las multinacionales. La agroecología prioriza la agricultura a pequeña escala, los cultivos múltiples y la producción de alimentos diversificados, al tiempo que se centra en el conocimiento y las prácticas tradicionales locales. La agroecología va de la mano con los reclamos de soberanía alimentaria, o el "derecho de los pueblos a alimentos sanos y culturalmente apropiados producidos por métodos ecológicamente racionales y sostenibles, y su derecho a definir sus propios sistemas alimentarios y agrícolas" (Vía Campesina, Declaración de Nyéléni).

El papel de las mujeres, las comunidades indígenas y rurales y las personas racializadas en los países del Sur Global es fundamental para mantener los sistemas alimentarios. Lxs agroecologistxs feministas trabajan para desmantelar los roles de género opresivos y los sistemas patriarcales arraigados en la producción de alimentos. Como lo muestran las heroínas de Nous Sommes la Solution, generan una agroecología liberadora al fortalecer la resiliencia de las comunidades, empoderar a las mujeres campesinas y agricultoras mientras preservan las tradiciones locales, los territorios y los conocimientos de las comunidades productoras de alimentos.

2003: le premier Dialogue de haut niveau a lieu

Premier Dialogue de haut niveau sur le financement du développement, 29-30 octobre 2003.

Les  dialogues de haut niveau  de l’Assemble générale des Nations Unies sur le financement du développement, tenus tous les deux ans, sont l’un des mécanismes de suivi de la Conférence de Monterrey. À la suite de ce premier dialogue, huit tables rondes ont été organisées  autour de différentes questions comprenant les subventions agricoles, le commerce, l’allègement de la dette et le financement des OMD. Toutes les discussions se concentraient sur les manières de faire face aux  obstacles structurels qui pesaient sur ces questions et défavorisaient  les nations « en développement ».

D'autres mécanismes de suivi de la Conférence de Monterrey :

  • Les réunions spéciales de haut niveau du Conseil économique et social des Nations Unies (ECOSOC)  tenues  chaque année sur le thème du suivi du Consensus de Monterrey et sous la direction  de la Banque mondiale, du Fonds monétaire international, de l’Organisation mondiale du commerce et de la CNUCED. En outre, au cours de chacune de ses sessions de fond, l’ECOSOC consacre jusqu’à deux jours à des  délibérations portant sur les priorités du FdD.
  • L’organe des Nations Unies consacré aux questions fiscales, le Comité d'experts de la coopération internationale en matière fiscale, traite des différentes questions relatives aux politiques fiscales qui ont été identifiées dans le Consensus de Monterrey. Il constitue un cadre de dialogue visant à améliorer et à encourager la coopération fiscale internationale entre les autorités fiscales nationales.

Carmen a consacré sa carrière à la défense des droits des femmes au sein de diverses ONG, ainsi qu’au sein des Nations Unies.

Elle a enseigné dans plusieurs universités espagnoles et latino-américaines et publié de nombreux articles et rapports sur les femmes, le genre et la paix dans les pays en développement. Ses écrits et ses réflexions critiques ont touché toute une génération de jeunes femmes.

Son dernier mandat auprès du centre régional du Programme des Nations Unies pour le développement (PNUD) de l'Amérique latine, fut comme responsable du département de mise en pratique des politiques de genre, lors duquel elle a soutenu de très précieuses initiatives en faveur de l'égalité de genre et des droits fondamentaux des femmes.

Qual é o objetivo do inquérito WITM?

O objetivo principal do inquérito WITM é chamar a atenção para o estado financeiro dos diversos movimentos feministas, de direitos das mulheres, de justiça de género, de LBTQI+ e de aliados globalmente, e com base nisto, fortalecer ainda mais o argumento para transferir mais recursos de melhor qualidade e poder para os movimentos feministas.

2011: The fifth High-level dialogue kick starts Post-2015 discussions

The Fifth High- Level Dialogue on Financing for Development, 7 – 8 December 2011, marked the beginning of the Post 2015 development agenda discussions, and the link to financing for development. The conference gave a special focus to increasing aid to finance the MDG’s. In his closing remarks, the Secretary General called on members to begin to consider the post-2015 development framework. 

WHRDs from the South and Southeast Asian region

7 Women Human Rights Defenders from across the South and Southeast Asian region are honored in this year’s Online Tribute. These defenders have made key contributions to advancing human and women’s rights, indigenous people’s rights, and the right to education. These WHRDs were lawyers, women’s rights activists, scholars, and politicians.
