Protection of the Family
The Issue
Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.
The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.
“Protection of the Family” efforts stem from:
- rising traditionalism,
- rising cultural, social and religious conservatism and
- sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.
Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.
This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.
Our Approach
AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.
In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs). OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like “Protection of the Family”.
Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.
The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN. It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Primera sesión para redactar el Documento Final de la tercera Conferencia Internacional sobre la Financiación para el Desarrollo
- En enero de 2015, en la sede de la ONU en Nueva York comenzó una serie de sesiones para redactar el Documento Final.
- Antes de la primera sesión, los facilitadores del proceso preparatorio de la Conferencia de Adís Abeba presentaron los “Elementos” para el llamado “Borrador Cero” del documento, que constituyeron la base para las negociaciones entre gobiernos en torno al Documento Final.
- En esas sesiones, las organizaciones por los derechos de las mujeres subrayaron la necesidad de que, en los procesos post-2015, la FpD y los medios para su implementación se traten por separado, ya que la FpD brinda a los Estados una oportunidad única de ocuparse de las causas estructurales de la desigualdad.
Mirna Teresa Suazo Martínez
Mirna Teresa Suazo Martínez faisait partie de la communauté garifuna (afro-descendante et autochtone) Masca et vivait sur la côte nord des Caraïbes du Honduras. Elle était leader de sa communauté et fervente défenseure du territoire autochtone, une terre qui a été violée le jour où l'Institut national agraire du Honduras a accordé des licences territoriales à des personnes extérieures à la communauté.
Ce fait déplorable a été à l'origine de harcèlements, d'abus et de violences répétés contre Masca, où les intérêts économiques de différents groupes se sont heurtés à ceux des forces armées et des autorités honduriennes. Selon l'Organisation fraternelle noire du Honduras (OFRANEH), la stratégie de ces groupes consiste à expulser et exterminer la population autochtone.
« Masca, la communauté garifuna située près de la vallée du Cuyamel, se trouve dans la zone d’influence de l’une des villes présumées modèles, une situation qui a déclenché des pressions territoriales le long de la côte garifuna. » - OFRANEH, 8 septembre 2019
Mirna Teresa, présidente du conseil d'administration de la communauté de Masca à Omoa, avait elle aussi fermement rejeté la construction de deux centrales hydroélectriques sur la rivière Masca, qui porte le même nom que sa communauté.
« La communauté garífuna attribue l'aggravation de la situation dans leur région à son opposition à l'exploitation touristique, à la monoculture de palmiers africains et au trafic de drogue, tandis qu'elle cherche parallèlement à construire une vie alternative au travers de la culture de la noix de coco et d'autres produits d'autoconsommation ». - Voces Feministas, 10 septembre 2019
Mirna Teresa a été assassinée le 8 septembre 2019 dans son restaurant « Champa los Gemelos ».
Elle est l'une des six femmes défenseures garifunas à avoir été assassinées rien qu'entre septembre et octobre 2019. Selon l'OFRANEH, les autorités n'ont pas mené d'enquête sur ces crimes.
« En ce qui concerne les communautés garífuna, une grande partie des homicides sont liés au régime foncier et à la gestion des terres. Cependant, les querelles entre les organisations criminelles ont abouti à des meurtres, à l’instar de ceux ayant eu lieu récemment à Santa Rosa de Aguán ». - OFRANEH, 8 septembre 2019
Love letter to feminist movements: A Letter from Inna and Faye
Dear feminist movements,
Love is what keeps our feminist fire burning. Along with care for our communities, anger and rage in the face of injustice, and the courage to take action.
In September 2022, we stepped with great excitement into our leadership roles at AWID, as Co-Executive Directors. We felt the warmth and embrace of the feminist sisterhood as you welcomed us.
Reflecting on our most precious memories as feminists, we recall powerful moments of togetherness at street protests, sharp analysis, and brave voices shaking the status quo at gatherings. We held those intimate conversations into the night, laughed for hours, and danced at parties together.
Feminist fires need to be fed, especially in difficult times when there is no lack of external challenges, from the climate crisis and the rise of right-wing forces to exploitative economies and persisting patterns of oppression within our own social movements. It's these fires, burning ablaze everywhere, that light our ways and keep us warm, but we can’t disregard the exhausting effects of political violence and repression directed against many of our struggles, movements, and communities.
We understand the desire to change the world as an essential ingredient of feminist organizing. We can never forget that we are the ones we have been waiting for, in building alternatives and shaping our future. Yet, vibrant feminist energy cannot be taken for granted and must be safeguarded in many ways. In this, we will continue to be vigilant. Greater and equal access to care and wellbeing, to healing and pleasure, are not only instruments to prevent burnout and sustain our movements, though that is an important function; first and foremost, they are the way in which we hope to live our lives.
We are thrilled to roll up our sleeves and work with you. AWID’s new strategic plan “Fierce Feminisms: Together We Rise” reflects our conviction that now is the time for us to be fierce and unapologetic in our agendas while making an effort to connect across movements and truly get to know each other’s realities, so that we may rise together - because, for us, this is the only way.
Our plans include the long-awaited AWID Forum! We look forward to meeting you all in person and online in 2024. We are hearing from you the need to connect and recharge, to rest and heal, to be challenged and inspired, to share good food, and to laugh and dance together. Few things in this world are as powerful and transformative, as feminists from all parts of the world coming together, and we truly hold our breath for this moment, because we know the magic that we can create together.
Our membership engagement has taken on a life of its own through the AWID Community (our online platform for members), and our focus on building connection and solidarity resonates with many of you. Please join and connect with us and others in feminist movements around the world. We know the importance of connection in a time and space where the rules are not made for us, and we hold close our community, where each of us matters.
Together with our fantastic AWID colleagues, we promise to do our best to support feminist movements, as is the mission and purpose of AWID. Please hold us to account.
For the past 40 years, you - feminist movements - have shaped AWID’s history, and pushed us to be braver, creative, and radical. 40 is a fabulous age, and we look forward to another 40 years with you all. We are looking forward to the partnerships, calls to justice, collaboration, policy influencing, and badass feminist power that you all bring in navigating the ever-increasing backlash on gender, racial and environmental justice. We have so much to learn from you and from each other, as we collectively build the worlds we believe in.
Cindy Clark and Hakima Abbas, thank you for paving the way for us and preparing us to fill your enormous shoes. We always appreciate all those on whose shoulders we stood and continue to stand. We understand ourselves to be part of a broader movement landscape, feminist histories, presents, and daring futures.
AWID’s Board of Directors, we are grateful to you for the support and feminist love you show us, and for your commitment to Global South leadership and the co-leadership model. We send our love and respect to each and every AWID colleague, we feel honoured to be working with such an exceptional feminist team of dedicated professionals.
This is our first time writing a love letter together, how could we conclude it without expressing love, care, and respect for each other? It’s a pretty intense relationship we’ve stepped into! We both bring our different and diverse perspectives and skills to our work, and as individuals, we also bring our lived experiences and authentic selves.
Together with you all, we are a story in the making, a part of a beautiful woven - and often beautifully challenging - tapestry that continues into the future. We had fun starting this journey together with each other and with you, and we very much hope to keep the romance alive.

Forum des femmes sur le financement de l’égalité des genres
- Le Forum a eu lieu le 10 juillet 2015, à Addis-Abeba. Il a rassemblait des féministes, des femmes venant de la base, des défenseuses de l’égalité des genres, des universitaires et des représentant-e-s des organisations/réseaux de défense des droits des femmes. Un certain nombre de représentant-e-s de l’ONU et d’autres responsables politiques ont été invité-e-s à apporter leur contribution.
- Les objectifs du Forum des femmes sont les suivants : échanger des informations sur l’état d’avancement des dernières négociations relatives au FdD, analyser conjointement le panorama et le suivi du FdD, adopter une position commune concernant la défense des droits des femmes et, enfin, élaborer des stratégies visant à permettre aux organisations de femmes de contribuer de manière significative et considérable à la Conférence d’Addis Abeba sur le FdD, et ce dans une perspective féministe.
- Le Forum des femmes est organisé par le WWG on FfD, en collaboration avec FEMNET, le Fonds de développement pour la femme africaine (AWDF) et la Post-2015 Women's Coalition. Il bénéficie également du soutien de l’ONU Femmes.
- Le Forum des OSC sur le FdD a eu lieu à Addis-Abeba les 11 et 12 juillet 2015. Ses objectifs sont les suivants : informer les OSC participantes de l’état d’avancement des processus officiels et coordonner la participation de la société civile pendant la troisième Conférence sur le FdD ; élaborer une Déclaration collective des OSC et les messages des OSC à destination des participant-e-s aux tables rondes de la Conférence sur le FdD, mettre en place des manifestations parallèles organisées par le groupe des OSC sur le FdD et tout autre événement qui pourrait se présenter ; enfin, planifier et organiser les futurs domaines d’engagement des OSC dans le secteur du financement du développement, au-delà de la troisième Conférence sur le FdD.

La troisième Conférence internationale des Nations Unies sur le financement du développement
- La troisième Conférence internationale des Nations Unies sur le financement du développement a eu lieu à Addis-Abeba, en Éthiopie, du 13 au 16 juillet 2015. Ses objectifs principaux étaient les suivants : évaluer les progrès accomplis dans la mise en œuvre du Consensus de Monterrey (2002) et de la Déclaration de Doha (2008) ; traiter des problèmes nouveaux et de ceux qu’il faudra anticiper, y compris dans le contexte de récentes initiatives multilatérales visant à encourager la coopération internationale pour le développement et en tenant compte des éléments suivants : l’évolution actuelle du cadre de la coopération pour le développement, les interrelations entre les différentes sources de financement du développement, les synergies existantes entre les différents objectifs de financement propres aux trois dimensions du développement durable (économique, sociale et environnementale) et la nécessité de soutenir le programme de développement des Nations Unies au-delà de 2015, et, enfin, la redynamisation et le renforcement du processus de suivi relatif au financement du développement.
- Le Programme d’action d’Addis-Abeba a été adopté le 15 juillet 2015 par les chefs d’États et de gouvernements ainsi que les hauts-représentants de l’ONU.
- Cependant, les pays en développement, les OSC et plus particulièrement les organisations de femmes, estiment que le Programme d’action d’Addis-Abeba n’a pas atteint son objectif. Le Groupe de Femmes sur le Financement du Développement a exprimé une vive déception et exigé des changements structurels sur le plan de la gouvernance économique mondiale et sur celui de l’architecture du développement. Stacey Park Milbern
“I do not know a lot about spirituality or what happens when we die, but my crip queer Korean life makes me believe that our earthly bodyminds is but a fraction, and not considering our ancestors is electing only to see a glimpse of who we are.” - Stacey Park Milbern
Stacey Park Milbern was a self-identifying queer disabled woman of colour and a trailblazer. A long-standing and respected organizer and leader in the disability rights and justice movement, she also advocated for the rights of many different communities, not just her own. Stacey’s activism had mighty roots in her experience at the intersections of gender, disability, sexuality and race.
Stacey, along with some friends, co-created the Disability Justice Culture Club, a group working to support various and especially vulnerable communities, including helping homeless people gain access to resources during the COVID-19 pandemic.
She was also a co-producer of an impact campaign for Netflix’s documentary “Crip Camp”, a board member of the WITH Foundation, and led organizations at local, state and national levels. Stacey wrote beautifully and powerfully:
“My ancestors are people torn apart from loves by war and displacement. It’s because of them I know the power of building home with whatever you have, wherever you are, whoever you are with. My ancestors are queers who lived in the American South. It’s because of them I understand the importance of relationships, place and living life big, even if it is dangerous. All of my ancestors know longing. Longing is often our connecting place...” - Stacey Park Milbern
She was born in Seoul, Korea and grew up in North Carolina, later continuing her journey in the San Francisco Bay Area. Stacey passed away of complications from surgery on her 33rd birthday on 19 May 2020.

Nunca supe que tenía una familia cercana que me ama y que quiere que crezca. Mi mamá siempre ha estado presente para mí, pero nunca imaginé que tendría miles de familias por otros sitios, con las que no estoy relacionada por lazos de sangre.
Descubrí que la familia no son solo las personas relacionadas por lazos sanguíneos, sino la gente que te ama de forma incondicional, a quienes no les importa tu orientación sexual, ni tu estado de salud, ni tu estatus social, ni tu raza.
Al pensar en los momentos invaluables en que escuché a mis hermanas de todo el mundo que son firmes feministas –gente a quien no he conocido físicamente, pero quienes me apoyan, me enseñan, luchan por mí– me faltan las palabras: las palabras no pueden expresar cuánto las amo a ustedes, mis mentoras, y a las demás feministas. Ustedes son una madre, una hermana, una amiga para millones de chicas jóvenes.
Ustedes son maravillosas, ustedes luchan por personas a quienes no conocen –y eso es lo que las hace tan especiales–.
Mi corazón se alegra de expresar esto por escrito.

Fleurir sous l’ombrelle du monde : les féministes de MENA au Forum de l'AWID
Dans le monde entier et au sein des mouvements sociaux, les personnes désireuses d’innover ont tendance à se sentir seules et impuissantes face au « statu quo du mouvement ». Historiquement, les Forums de l’AWID ont joué un rôle dans le soutien de ces innovateur·trices en leur offrant une plateforme où leurs idées et pratiques sont accueillies et renforcées par les pensées et actions d’autres personnes de différentes régions et communautés qui les ont déjà explorées. Sara Abu Ghazal, féministe palestinienne au Liban, nous parle de ce qu’ont représenté les Forums pour toute une nouvelle génération de féministes de la région MENA (Moyen-Orient et Afrique du Nord) qui ont introduit de nouvelles façons de s’organiser, de nouvelles conceptions du féminisme et de nouvelles questions dans le paysage régional des droits des femmes.

Qu'en est-il de la justice climatique? Est-ce vraiment le moment d'effectuer autant de vols internationaux ?
Nous nous posons la même question et nous pensons qu'elle n’admet pas de réponse simple. Le Forum de l’AWID pourrait être, pour de nombreux participant·e·s, l'un des rares voyages internationaux qu'ils·elles effectueront au cours de leur vie. La pandémie nous a révélé les possibilités mais aussi les limites des espaces virtuels pour la construction de mouvements : rien ne vaut une rencontre en personne. Les mouvements ont besoin de connexions transfrontalières pour renforcer leur pouvoir collectif face aux menaces qui pèsent sur eux, notamment la crise climatique. Nous sommes d'avis que le prochain Forum de l'AWID pourrait ouvrir un espace stratégique afin d'organiser ces conversations et explorer les alternatives qui se posent aux voyages internationaux. L'élément hybride du Forum est une composante importante de cette exploration.
Crear | Résister | Transform: A Walkthrough of the Festival! | Content Snippet EN
As heteropatriarchal capitalism continues to force us into consumerism and compliance, we are finding that our struggles are being siloed and separated by physical as well as virtual borders.
And with the additional challenges of a global pandemic to overcome, this divide-and-conquer strategy has been favorable for the proliferation of exploitation across many areas.
Yet, From September 1 to September 30, 2021, Crear | Résister | Transform: a festival for feminist movements! took us on a journey of what it means to embody our realities in virtual spaces. At the festival, feminist activists from across the world came together, not only to share experiences of hard-won freedoms, resistances, and cross-borders solidarities, but to articulate what a transnational form of togetherness could look like.
It is this togetherness that has the potential to defy borders, weaving a vision for a future that is transformative because it is abolitionist and anti-capitalist. Spread out over a month, across digital infrastructures that we occupied with our queerness, our resistance, and our imaginaires, the festival showed a way to deviate from the systems that make us complicit in the oppression of others and ourselves.
Though Audre Lorde taught us that the master’s tools will never dismantle the master’s house, Sara Ahmed showed us that we can misuse them. Because we had to make space for assembly, in spite of all the other demands on our time, it became possible to imagine a disruption to the reality of heteropatriarchal capitalism.
Now, if we understand assembly as a form of pleasure, then it becomes possible to make the link between transgressive pleasure and transnational/transdigital resistance. Between the kinds of pleasure that challenges borders on the one hand, and queerness, campiness, land and indigenous struggle, anti-capitalism, and anti-colonial organizing on the other.
This issue attempted to capture a sense of how the festival’s exercise in assembly took on multiple shapes and imaginations. Beyond direct collaborations with some of its speakers and dreamers, we brought on a plethora of other voices from the Global South to be in conversation with many of its themes and subjects. Below is a map of some of the festival’s panels that most inspired us.
