Protection of the Family

The Issue

Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.

The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.

“Protection of the Family” efforts stem from:

  • rising traditionalism,
  • rising cultural, social and religious conservatism and
  • sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.

Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.

This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.

Our Approach

AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.

In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs).  OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like  “Protection of the Family”.

Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.   

The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN.  It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

Diana Isabel Hernández Juárez was a Guatemalan teacher, human rights defender and environmental and community activist. She was the coordinator of the environmental program at Our Lady of Guadalupe Parish on the South coast of the country. 

Diana dedicated her life to co-creating environmental awareness, working especially closely with local communities to address environmental issues and protect natural resources. She initiated projects such as forest nurseries, municipal farms, family gardens and clean-up campaigns. She was active in reforestation programmes, trying to recover native species and address water shortages, in more than 32 rural communities.

On 7 September 2019, Diana was shot and killed by two unknown gunmen while she was participating in a procession in her hometown. Diana was only 35 years old at the time of her death.

Dear gorgeous beings,

I know you are so close. You can feel it can't you? How things need to shift and you need to centre yourself. 

Love letter to feminist movements from Your dramatically cloaked jungle nymph.

This is a letter to tell you to do it. Choose your healing. Choose to be OK. Better than OK. Choose to be whole, to be happy. To cry tears for yourself and no one else. Choose to shut out the world and tell them that 'you will be back in 5 mins'. Or five days. Or five years. 

Or never.

Choose to not take it all on. Choose to take none of it on. Because none of it is yours. It was never yours. They told you since you were born that it was yours. Your family's problems. Your lovers' problems. Your neighbours' problems. The globe's problems. The constant whisper that these problems belong to you. They are yours. Yours to hold, yours to shoulder. Yours to fix. 

That was a lie.
A bamboozle 
            A long con.
                          A scam.

The problems of the universe are not yours.

The only problems that are yours are your own. Everyone else can take a hike. 

Allow yourself to drop everything and sprint off into the jungle. Befriend a daisy clad nymph, start a small library in the roots of a tree. Dance naked and howl at the moonlight. Converse with Oshun at the river bed. 

                          Or simply drink a cup of tea when you need to take a moment to breathe.

Give yourself permission to disappear into the mist and reappear three countries over as a mysterious chocolatier with a sketchy past and penchant for dramatic cloaks and cigars. 

                          Or stop answering work calls on weekends.

Let yourself swim to deserted island with a lover and dress only in the coconut shells from coconut rum that you make and sip at sunset. 

Or say no when you don't have the capacity to create space for someone.

The options for holding yourself are endless. 

Whatever you do, know the world will always keep spinning. That's the beauty and the pain of it. No matter who or what you choose over yourself and your soul the world will always keep spinning. 

Therefore, choose you. 

In the morning when that first light hits, choose you. When it’s lunchtime and it’s time to cry on company time, choose you.  In the evening, when you are warming up leftovers because you didn’t have time to cook again, choose you. When anxiety wakes you up and existence is silent at 3:45 am. 

Choose you.

Because the world will always keep twirling on a tilt and you deserve to have someone always trying to make it right side up for you.

Pourquoi avoir choisi Bangkok ?

Chaque Forum de l’AWID se déroule dans une région différente, et il était temps de retourner en Asie ! Nous avons visité de nombreux pays de la région, consulté des mouvements féministes et procédé à des évaluations détaillées de la logistique, de l'accessibilité, de la sécurité, des visas et bien d’autres choses encore. Finalement, le conseil d'administration de l'AWID a approuvé à l’unanimité Bangkok, en Thaïlande, comme étant la meilleure option. Nous sommes ravi·e·s de retrouver Bangkok, où le Forum de l’AWID avait déjà eu lieu en 2005.

Derechos en riesgo: Hora de Actuar

Actualmente, una compleja red de actores anti-derechos, en constante evolución, está ejerciendo cada vez más influencia tanto en los espacios internacionales y regionales, como en las políticas nacionales. Los actores anti-derechos están ingresando en los espacios multilaterales (donde múltiples países se reúnen para la colaboración internacional), con el fin de transformarlos y socavarlos desde adentro. Emplean una variedad de discursos persuasivos para ganar legitimidad, a menudo cooptando el lenguaje de los derechos y la justicia para ocultar sus verdaderas agendas.

Este informe es el segundo de una serie de reportes sobre las tendencias en derechos humanos, producido por el Observatorio de la Universalidad de los Derechos (OURs, por sus siglas en inglés). Además del análisis sobre actores anti-derechos clave y sus discursos, estrategias e impactos, el informe presenta breves narrativas inspiradoras de acción feminista y ejercicios de construcción de conocimiento para ayudar a fortalecer nuestra resistencia colectiva.

Jaitun, comúnmente conocida como «Amma», estaba comprometida con garantizar los derechos reproductivos de las mujeres y niñas de India. Se dedicó, particularmente, a abogar por quienes viven en la pobreza y son más marginadas, incluidas las mujeres y niñas dalit y musulmanas.

Jaitun fue la fuerza vital detrás del caso Jaitun versus Janpura Maternity Home & Ors. Su perseverancia por la justicia llevó a que la Corte Suprema de Delhi emitiera una sentencia innovadora, que obligó al gobierno indio a hacerse responsable del incumplimiento de cierto número de obligaciones legalmente vinculantes, tales como la atención a la salud reproductiva y el derecho a la alimentación.

A su hija Fatema, quien vivía por debajo de la línea de pobreza, se le negaron los servicios reproductivos, y tuvo que dar a luz en público, bajo un árbol. En ese momento, tanto Jaitun como Fatema estaban en situación de calle, ya que su casa había sido demolida por el gobierno como parte del programa de reurbanización y gentrificación de Nueva Delhi.

Jaitun ha sido una inspiración para que muchas otras mujeres que viven en la pobreza reclamen sus derechos. Falleció en 2017.

Feministas sudanesas: «Una revolución dentro de la revolución»

«Mientras estaba en la primera línea de la protesta, fui sometida a violencia sexual, a lesiones físicas y a otras formas de violencia. Pero no me detendré hasta que logremos pleno gobierno civil en Sudán. Debemos impedir la militarización del Estado. Nuestros cuerpos no deben seguir siendo tratados como campos de batalla»

dijo Amal,1 una manifestante de 23 años.2 

Durante los últimos cuatro años, las mujeres lideraron la revolución en Sudán. Su liderazgono fue solo callejero, sino que constituyó el poder que impulsó la resistencia constante en todos los niveles. Las mujeres y las jóvenes feministas se convirtieron en la conciencia alerta del movimiento de cambio y democratización sudanés. Desde la primera protesta del 13 de diciembre de 2018 contra el régimen anterior, en la ciudad de Aldmazein, en el área de conflicto del Nilo Azul, las jóvenes estudiantes fueron las voces que demandaron el fin de la dictadura de los militares y los Hermanos Musulmanes, que ya lleva treinta años en el poder.

El movimiento feminista, liderado por mujeres de entre 16 y 35 años, ha entablado una revolución dentro de la revolución en Sudán durante los últimos cuatro años de lucha ininterrumpida. Las potentes voces de las jóvenes que ocupan espacios en las calles, las redes sociales, la sociedad civil y las organizaciones políticas se elevaron lo suficiente como para reconfigurar la opinión pública y desafiar las normas sociales. Por primera vez en la historia de Sudán, las discusiones sobre violencia sexual y de género y sobre los tabúes de la violencia doméstica y los procesos de toma de decisiones dominados por los hombres se convirtieron en debates generalizados. Los equipos de fútbol de mujeres designaron voceras ante los comités de resistencia, y los sindicatos profesionales liderados por mujeres son parte de la expresión de la nueva ola del movimiento feminista de Sudán. El logro más importante es que las jóvenes se identifican como feministas en forma orgullosa y pública, en un país regido por el fundamentalismo islámico durante tres décadas. Los jóvenes varones que apoyan el activismo feminista -y se identifican como feministas- son otra señal de progreso notable.

Bajo el actual régimen del golpe militar, las jóvenes que lideran estas iniciativas y los grupos de mujeres que trabajan en el territorio no pueden mencionarse aquí debido a varios problemas de seguridad. Pero su resiliencia, su fuerza y su valentía serán incluidas en los libros de historia. Las audaces jóvenes que encabezan la resistencia en las calles y detrás de las pantallas, y que trabajan en diferentes profesiones y áreas de activismo están dando forma al futuro de Sudán. Las jóvenes feministas de Sudán están creando nuevos espacios para que las narrativas y los discursos feministas reestructuren la distribución del poder a nivel político, económico y social.

A pesar de la inmensa violencia, del resurgimiento del islamismo fundamentalista, de la militarización y de la reducción de los espacios cívicos, las activistas feministas de Sudán se mantienen arraigadas en su sororidad. Siguen siendo una gran inspiración para los movimientos feministas de todo el mundo.

Isabel Cabanillas de la Torre était une jeune artiste et activiste féministe très appréciée de Ciudad Juárez, au Mexique. Elle était connue pour ses belles peintures textiles, très expressives. Les yeux faisaient partie des représentations emblématiques de son travail. Ses peintures murales ont métamorphosé les immeubles décrépis et laissés à l’abandon du centre-ville de Ciudad Juárez, ornant leurs façades de messages de vie et de commentaires politiques.

Isabel voulait, à travers son art et son activisme politique, attirer l’attention sur les violences basées sur le genre omniprésentes dans sa ville natale. Elle était bénévole dans le réseau Mesa de Mujeres pour l’Observatoire citoyen sur le genre, qui supervise le travail des juges, procureurs et avocats de la défense dans les affaires de féminicides et autres violations basées sur le genre. Elle était également membre de Hijas de su Maquilera Madre, un collectif féministe dont le nom fait référence aux filles de mères qui travaillent dans les maquiladoras, ou zones de traitement pour l’exportation. Certaines de ces mères ont figuré parmi les premières victimes de féminicide dans la ville.

Le dernier projet d’Isabel, toujours en cours, était une installation artistique pour protester contre une entreprise canadienne qui cherchait à extraire du cuivre dans le désert de Samalayuca. 

Le 18 janvier 2020, Isabel a été tuée par balle alors qu’elle rentrait chez elle à vélo dans le centre de Juárez, dansce qui semble avoir été un acte ciblé, son corps ayant été retrouvé à côté de son vélo.

Le meurtre d’Isabel a déclenché une nouvelle vague d’indignation contre les féminicides dans la région, des centaines de personnes ont manifesté jusqu’au pont frontalier entre le Mexique et les États-Unis, le bloquant pendant des heures et scandant « Ni Una Menos » (pas une de plus) alors que des collectifs féministes continuaient de manifester contre les meurtres de femmes dans tout le pays. Au cours de la seule année 2019, 3 142 femmes et filles ont été tuées au Mexique. Un grand nombre ont été spécifiquement ciblées du fait de leur genre.

Elle adorait faire du vélo.

With our 40th anniversary, we are celebrating all that we’ve built over these last 40 years. As a global feminist movement support organization we know that working with fierce feminisms is our way forward, acknowledging both the multiplicity of feminisms and the value of fierce and unapologetic drive for justice. The state of the world and of feminist movements calls for brave conversations and action. We look forward to working together with our members, partners and funders in creating the worlds we believe in, celebrating the wins and speaking truth to power in service of feminist movements globally.
