Protection of the Family
The Issue
Over the past few years, a troubling new trend at the international human rights level is being observed, where discourses on ‘protecting the family’ are being employed to defend violations committed against family members, to bolster and justify impunity, and to restrict equal rights within and to family life.
The campaign to "Protect the Family" is driven by ultra-conservative efforts to impose "traditional" and patriarchal interpretations of the family, and to move rights out of the hands of family members and into the institution of ‘the family’.
“Protection of the Family” efforts stem from:
- rising traditionalism,
- rising cultural, social and religious conservatism and
- sentiment hostile to women’s human rights, sexual rights, child rights and the rights of persons with non-normative gender identities and sexual orientations.
Since 2014, a group of states have been operating as a bloc in human rights spaces under the name “Group of Friends of the Family”, and resolutions on “Protection of the Family” have been successfully passed every year since 2014.
This agenda has spread beyond the Human Rights Council. We have seen regressive language on “the family” being introduced at the Commission on the Status of Women, and attempts made to introduce it in negotiations on the Sustainable Development Goals.
Our Approach
AWID works with partners and allies to jointly resist “Protection of the Family” and other regressive agendas, and to uphold the universality of human rights.
In response to the increased influence of regressive actors in human rights spaces, AWID joined allies to form the Observatory on the Universality of Rights (OURs). OURs is a collaborative project that monitors, analyzes, and shares information on anti-rights initiatives like “Protection of the Family”.
Rights at Risk, the first OURs report, charts a map of the actors making up the global anti-rights lobby, identifies their key discourses and strategies, and the effect they are having on our human rights.
The report outlines “Protection of the Family” as an agenda that has fostered collaboration across a broad range of regressive actors at the UN. It describes it as: “a strategic framework that houses “multiple patriarchal and anti-rights positions, where the framework, in turn, aims to justify and institutionalize these positions.”

En octubre de 2007 se creó el Women’s Working Group on Financing for Development [Grupo de Trabajo de Mujeres sobre Financiación para el Desarrollo, WWG on FfD en inglés], una alianza entre organizaciones y redes por los derechos de las mujeres cuyo objetivo es defender y promover avances en cuanto a igualdad de género, empoderamiento de las mujeres y derechos humanos en los procesos de la ONU relacionados con la FpD.
Tercer Diálogo de Alto Nivel sobre la Financiación para el Desarrollo, 23 al 25 de octubre de 2007
- En el tercer panel de alto nivel, la participación de la sociedad civil se incrementó exponencialmente. Además de las seis mesas redondas, hubo audiencias para la sociedad civil y el sector empresarial.
- AWID leyó en plenaria la declaración de la sociedad civil que pedía a los gobiernos prestar una mayor atención a la importancia de las organizaciones por los derechos de las mujeres como agentes del desarrollo y a la necesidad de promover nuevos mecanismos de financiación para las mujeres en los países en desarrollo y los menos desarrollados. Esta declaración exhortó a los gobiernos a brindar un mayor apoyo a la arquitectura de género de la ONU para que el sistema en su conjunto pudiera avanzar en sus compromisos en materia de igualdad de género, empoderamiento de las mujeres y derechos humanos, incluyendo los derechos económicos, sociales, culturales y ambientales de todas las personas.

Actualmente, una compleja red de actores anti-derechos, en constante evolución, está ejerciendo cada vez más influencia tanto en los espacios internacionales y regionales, como en las políticas nacionales. Los actores anti-derechos están ingresando en los espacios multilaterales (donde múltiples países se reúnen para la colaboración internacional), con el fin de transformarlos y socavarlos desde adentro. Emplean una variedad de discursos persuasivos para ganar legitimidad, a menudo cooptando el lenguaje de los derechos y la justicia para ocultar sus verdaderas agendas.
Este informe es el segundo de una serie de reportes sobre las tendencias en derechos humanos, producido por el Observatorio de la Universalidad de los Derechos (OURs, por sus siglas en inglés). Además del análisis sobre actores anti-derechos clave y sus discursos, estrategias e impactos, el informe presenta breves narrativas inspiradoras de acción feminista y ejercicios de construcción de conocimiento para ayudar a fortalecer nuestra resistencia colectiva.

Stacey Park Milbern
“I do not know a lot about spirituality or what happens when we die, but my crip queer Korean life makes me believe that our earthly bodyminds is but a fraction, and not considering our ancestors is electing only to see a glimpse of who we are.” - Stacey Park Milbern
Stacey Park Milbern was a self-identifying queer disabled woman of colour and a trailblazer. A long-standing and respected organizer and leader in the disability rights and justice movement, she also advocated for the rights of many different communities, not just her own. Stacey’s activism had mighty roots in her experience at the intersections of gender, disability, sexuality and race.
Stacey, along with some friends, co-created the Disability Justice Culture Club, a group working to support various and especially vulnerable communities, including helping homeless people gain access to resources during the COVID-19 pandemic.
She was also a co-producer of an impact campaign for Netflix’s documentary “Crip Camp”, a board member of the WITH Foundation, and led organizations at local, state and national levels. Stacey wrote beautifully and powerfully:
“My ancestors are people torn apart from loves by war and displacement. It’s because of them I know the power of building home with whatever you have, wherever you are, whoever you are with. My ancestors are queers who lived in the American South. It’s because of them I understand the importance of relationships, place and living life big, even if it is dangerous. All of my ancestors know longing. Longing is often our connecting place...” - Stacey Park Milbern
She was born in Seoul, Korea and grew up in North Carolina, later continuing her journey in the San Francisco Bay Area. Stacey passed away of complications from surgery on her 33rd birthday on 19 May 2020.

2013: le sixième Dialogue de haut niveau examine les progrès des OMD
- Le sixième Dialogue de haut niveau sur le financement du développement, organisé les 7 et 8 octobre 2013, était axé sur l’évaluation des progrès accomplis dans la réalisation des OMD et l’identification des lacunes dans la mise en œuvre de ces derniers afin de les traiter lors des discussions sur le nouveau cadre de développement.
- Un rapport publié pendant la session par le Groupe de réflexion sur le retard pris dans la réalisation des objectifs du Millénaire pour le développement a identifié les lacunes constatées dans la réalisation de l’OMD 8 (Mettre en place un partenariat mondial pour le développement) comme un facteur déterminant des difficultés rencontrées dans le processus de mise en œuvre de l’ensemble des OMD. Le rapport a notamment montré qu’il était indispensable de concentrer davantage d’efforts sur l’établissement de partenariats mondiaux plus solides qui puissent garantir des engagements contraignants en faveur du nouveau cadre de développement pour l’après-2015.

Imagine opening a door which takes you into a conversation with feminist activists in other continents. This portal will transcend the barriers of UN CSW by pushing beyond language barriers, unaffordable travel, unequal protection from COVID19, and racist visa regimes.
This week, we’re putting a virtual spin on CSW by connecting and amplifying feminist activists' voices, to challenge the discriminatory barriers that limit participation and influence. By setting up connecting “portals” in New York City, Nairobi & Bangalore, we'll host a physical-virtual hybrid space for feminists to connect their struggles and build collective power.

Où est l’argent ? Un plaidoyer documenté pour soutenir les organisations féministe
Ce rapport révèle la réalité du financement des organisations féministes et de défense des droits des femmes dans un contexte de bouleversements politiques et financiers. S’appuyant sur plus de dix ans d’analyse depuis la dernière étude Où est l’argent ? de l’AWID (Arroser les feuilles, affamer les racines), il dresse un bilan des progrès réalisés, des lacunes persistantes et des menaces croissantes dans le domaine du financement féministe.
Le rapport salue le pouvoir des initiatives menées par les mouvements pour façonner le financement selon leurs propres conditions, tout en alertant sur les coupes massives dans l’aide au développement, le recul de la philanthropie et l’escalade des offensives anti-droits.
Il appelle les bailleurs de fonds à investir massivement dans l’organisation féministe, infrastructure essentielle pour la justice et la libération, et invite les mouvements à réimaginer des modèles de financement audacieux et autodéterminés, fondés sur le soin, la solidarité et le pouvoir collectif.

Ilustra la importancia de los Foros como espacio que permitió que una región que tiende a ser marginada o ignorada a nivel global pueda construir una presencia sólida en el movimiento feminista, que luego es replicada en otros espacios internacionales de derechos de las mujeres.
