Around the world, feminist, women’s rights, and allied movements are confronting power and reimagining a politics of liberation. The contributions that fuel this work come in many forms, from financial and political resources to daily acts of resistance and survival.


AWID’s Resourcing Feminist Movements (RFM) Initiative shines a light on the current funding ecosystem, which range from self-generated models of resourcing to more formal funding streams.

Through our research and analysis, we examine how funding practices can better serve our movements. We critically explore the contradictions in “funding” social transformation, especially in the face of increasing political repression, anti-rights agendas, and rising corporate power. Above all, we build collective strategies that support thriving, robust, and resilient movements.


Our Actions

Recognizing the richness of our movements and responding to the current moment, we:

  • Create and amplify alternatives: We amplify funding practices that center activists’ own priorities and engage a diverse range of funders and activists in crafting new, dynamic models  for resourcing feminist movements, particularly in the context of closing civil society space.

  • Build knowledge: We explore, exchange, and strengthen knowledge about how movements are attracting, organizing, and using the resources they need to accomplish meaningful change.

  • Advocate: We work in partnerships, such as the Count Me In! Consortium, to influence funding agendas and open space for feminist movements to be in direct dialogue to shift power and money.

Courageous WHRDs in the Media

These 21 Women Human Rights Defenders (WHRDs) worked as journalists and more widely in the media sector in Mexico, Colombia, Fiji, Libya, Nepal, United States, Nicaragua, Philippines, Russia, Germany, France, Afghanistan, and the United Kingdom. 17 of them were murdered and in one case the cause of death is still unclear. On this World Press Freedom Day, please join us in commemorating the life and work of these women by sharing the images below with your colleagues, friends and networks using the hashtags #WPFD2016 and #WHRDs.

The contributions of these women were celebrated and honoured in our Tribute to Women Human Rights Defenders (WHRDs) Who Are No Longer With Us.

Research methology

Over eight years, we did four global surveys and built a research methodology.

In 2013, we published three global reports. These reports confirm that women’s rights organizations are doing the heavy lifting to advance women’s rights and gender equality by using diverse, creative and long-term strategies, all while being underfunded.

Our 2010 global survey showed that the collective income of 740 women’s organizations around the world totaled only USD 104 million. Compare this with Greenpeace International, one organization with a 2010 budget of USD 310 million1. Imagine the impact these groups could have if they were able to access all the financial resources they need and more?

AWID’s WITM research has catalyzed increased funding for women’s rights organizing. WITM research was a driving force behind the Catapult crowdfunding platform, which has raised USD 6.5 million for women’s rights. The Dutch Government cited WITM research as a reason for its unprecedented MDG 3 Fund of EU 82 million. WITM research has also led to the creation of several new funds: FRIDA – The Young Feminist Fund, the Indigenous Women’s Fund, Fundo Elas, the Mediterranean Women’s Fund and the Rita Fund.

Funding trends analyses

While the WITM research has shed important light on the global funding landscape, AWID and partners have identified the need to dig deeper, to analyze funding trends by region, population and issue. In response, organizations are now using AWID’s WITM research methodology to do their own funding trends analyses. For example, in November 2013, Kosova Women’s Network and Alter Habitus – Institute for Studies in Society and Culture published Where is the Money for Women’s Rights? A Kosovo Case Study.

At the same time, AWID continues to collaborate with partners in Where is the Money for Indigenous Women’s Rights (with International Indigenous Women’s Forum and International Funders for Indigenous Peoples) and our upcoming Where is the Money for Women’s Rights in Brazil? (with Fundo Elas).

Several organizations have also conducted their own independent funding trends research, deepening their understanding of the funding landscape and politics behind it. For example, the South Asian Women’s Fund was inspired by AWID’s WITM research to conduct funding trends reports for each country in South Asia, as well as a regional overview. Other examples of research outside of AWID include the collaboration between Open Society Foundations, Mama Cash, and the Red Umbrella Fund to produce the report Funding for Sex Workers Rights, and the first-ever survey on trans* and intersex funding by Global Action for Trans* Equality and American Jewish World Service.


Young Feminist Activism

Organizing creatively, facing an increasing threat

Young feminist activists play a critical role in women’s rights organizations and movements worldwide by bringing up new issues that feminists face today. Their strength, creativity and adaptability are vital to the sustainability of feminist organizing.

At the same time, they face specific impediments to their activism such as limited access to funding and support, lack of capacity-building opportunities, and a significant increase of attacks on young women human rights defenders. This creates a lack of visibility that makes more difficult their inclusion and effective participation within women’s rights movements.

A multigenerational approach

AWID’s young feminist activism program was created to make sure the voices of young women are heard and reflected in feminist discourse. We want to ensure that young feminists have better access to funding, capacity-building opportunities and international processes. In addition to supporting young feminists directly, we are also working with women’s rights activists of all ages on practical models and strategies for effective multigenerational organizing.

Our Actions

We want young feminist activists to play a role in decision-making affecting their rights by:

  • Fostering community and sharing information through the Young Feminist Wire. Recognizing the importance of online media for the work of young feminists, our team launched the Young Feminist Wire in May 2010 to share information, build capacity through online webinars and e-discussions, and encourage community building.

  • Researching and building knowledge on young feminist activism, to increase the visibility and impact of young feminist activism within and across women’s rights movements and other key actors such as donors.

  • Promoting more effective multigenerational organizing, exploring better ways to work together.

  • Supporting young feminists to engage in global development processes such as those within the United Nations

  • Collaboration across all of AWID’s priority areas, including the Forum, to ensure young feminists’ key contributions, perspectives, needs and activism are reflected in debates, policies and programs affecting them.

Doris Valenzuela Angulo

Doris Valenzuela Angulo was an Afro-descendant social activist, leader and human rights defender from Buenaventura, Colombia. She was part of Communities Building Peace in the Territories (CONPAZ), a national network of organizations in communities affected by armed conflict that advocate for non-violence and socio-environmental justice. 

Doris defied constant paramilitary violence and pressures from mega projects to displace her community and state collusion. Faced with one of the most difficult contexts in her country, she played a leadership role in an unprecedented initiative of non-violent resistance called Puente Nayero Humanitarian Space, an urban place for community cohesion, safety, creativity and collective action. 

This unique non-violent struggle of the families that belonged to Puente Nayero Humanitarian Space, attracted attention and support from both local and international agencies. By September 2014, the Inter-American Commission on Human Rights had granted precautionary protection measures to the community ordering the Colombian State to adopt necessary measures to preserve their lives and personal integrity. However, the threats and violence from the paramilitaries continued. Doris focused her energies on preventing forced recruitment of children and young people by the neo-paramilitaires, continuing on despite the murder of her son Cristian Dainer Aragón Valenzuela in July 2015. Doris also became a target, continuously receiving threats for her activism and the work she did.  

The continued aggression and threats against her life forced Doris to leave Colombia. She was residing in Spain from February 2017 to February 2018, as part of the Amnesty International temporary protection program for human rights defenders at risk. In April 2018, Doris was murdered in Murcia, Spain by her ex-partner. She was only 39 years old.

A través de Asia y el Pacífico, y de toda su vasta diáspora, mujeres feroces y personas trans han estado luchando por un futuro en el que todxs puedan ser libres. A medida que la subida de los niveles del mar amenaza a las islas del Pacífico y las costas de Asia continental, la batalla por proteger la Tierra y los océanos se intensifica en todo el mundo. Nuestro planeta guarda una memoria geológica de todo lo que ha experimentado. El auge de la colonización, la industrialización y la destrucción ambiental está conectado con el crecimiento del Estado-Nación  patriarcal binario. El poder que reside en la Tierra para  reencarnar, sanar y florecer a pesar de la violencia debe, por lo tanto, conectarse con las mujeres, con la maternidad, con la indigeneidad, y con todas las fuerzas expansivas, sagradas y queer. No es una coincidencia que las realidades feministas unan la lucha por la protección de los derechos de las mujeres y de las personas trans y LGBTQ+ con la lucha por la protección de la Tierra. Desde las madres-hijas protectoras de Mauna Kea en el Reino de Hawái hasta las complejas relaciones madre-hijx de lxs refugiadxs vietnamitas, los despertares sexuales queer en la conservadora India, la recuperación del hogar en Mongolia Interior y la lucha por la liberación LGBTQ en Filipinas: esta colección de películas es una cosmología de las formas en las que las mujeres y las personas queer y trans contemporáneas de Asia-Pacífico defienden el camino hacia nuestra liberación colectiva, a través de océanos y fronteras.
 
Todas estas películas tienen un fuerte sentido de lugar: activistas indígenas protegen sus territorios sagrados, lxs jóvenes despejan las narrativas coloniales de su tierra natal para descubrir verdades ocultas, se exploran complejas relaciones de maternidad y cuidados, y lxs personajes recurren a sus propios cuerpos y a su sexualidad como santuario, cuando la familia y la ciudad que lxs rodea amenazan su seguridad.

En el documental experimental Afterearth, cuatro mujeres luchan por preservar el volcán, el océano, la tierra y el aire para las generaciones futuras. A través de música, poesía y sentidos testimonios que honran zonas próximas al Océano Pacífico: Hawái, Filipinas, China y América del Norte, Afterearth es una meditación poética sobre la relación intergeneracional y feminista de cuatro mujeres con las tierras y las plantas de las cuales provienen.

A través de potentes secuencias oníricas y quiebres de la realidad, esta película sigue el camino de lx joven que intenta reconstruir y entender la experiencia de su madre como refugiada de la Guerra de Vietnam.

Outrun

El largometraje Outrun sigue la trayectoria de la primera mujer transgénero del Congreso de Filipinas. Confrontando la opresión de una nación predominantemente católica, su viaje triunfal se convierte en un clamor por los derechos de las personas LGBTQ+ de todo el mundo.

Abarcando formas documentales, narrativas y experimentales, estas películas muestran  que los cuidados comunitarios, el amor por unx mismx y la escucha transformadora profunda entre nuestros seres amados son un portal a las realidades feministas a las que hoy estamos dando existencia. Desde toda la zona de Asia-Pacífico y su diáspora, estas historias nos enseñan que, frente a la violencia, la ternura es la fuerza de resistencia más intensa.

AWID en 2016: Co-créer nos horizons féministes

En 2016, nous nous sommes réuni-e-s pour le 13e forum international de l’AWID, à Bahia au Brésil, qui a accueilli 1 800 participant-e-s venu-e-s de 120 pays et territoires à travers le monde. Le Forum a servi d’espace essentiel pour la mise en place de stratégies et la constitution d’alliances au sein des mouvements féministes et d’autres mouvement de justice.

Nous savons que les droits des femmes et les mouvements féministes sont des éléments moteurs pour l’instauration d’un changement transformateur durable. Au sein de nos mouvements, l’organisation, la résistance et la réponse au difficile contexte se précisent, et dans ce monde de plus en plus connecté, le potentiel des actions collectives de mouvements divers s’est fortement accru. C’est précisément là le travail essentiel que l’AWID cherche à amplifier et à soutenir.

Nous cherchons à informer et outiller les organisations et mouvements de droits des femmes afin de les aider à être en mesure de répondre aux opportunités qui se présentent et de contrecarrer les menaces. Nous appuyons une visibilité accrue et une meilleure compréhension des initiatives pour les droits des femmes et les menaces auxquelles elles font face, et nous oeuvrons également à influer sur les acteur-trice-s et les institutions qui façonnent le devenir des droits de la personne et du développement.


Ce que nous avons réalisé en 2016

Élargissement de la solidarité et actions conjointes de divers mouvements

Le 13e forum international innovant de l’AWID s’est tenu du 8 au 11 septembre 2016 à Bahia, au Brésil, sur le thème : « Horizons féministes ; Construire un
pouvoir collectif pour les droits et la justice ».

Bien qu’une grande partie de l’énergie de l’AWID ait été investie en 2016 dans la tenue du Forum, la réflexion et l’énergie de près de 500 partenaires, intervenant-e-s, animateur-trice-s, artivistes, facilitateur-trice-s, écrivain-e-s, innovateur-trice-s en TI, performeur-euse-s, dont beaucoup sont des meneur-euse-s dans leur domaine, ont été mises à profit. Et en reconnaissance du passé et du combat de Bahia, nous avons accueilli deux jours de Forum des Féminismes Noirs , à l’initiative d’un groupe de travail de féministes Noires du monde entier.

Des connaissances approfondies des problématiques et des stratégies

  • À propos du défi au pouvoir corporatif : Nous avons publié Contester le pouvoir corporatif : Les luttes pour les droits des femmes, la justice économique et la justice de genre avec le Solidarity Center, qui dévoile la portée et l’ampleur du pouvoir corporatif et souligne comment la collusion qu’entretiennent les entreprises nationales et transnationales avec les élites et autres puissant- e-s acteur-trice-s influence les vies des femmes et des peuples opprimés. Ce rapport présente des clés de stratégies de résistances, en soulignant cinq combats qui se sont saisis de la collaboration entre mouvements pour contester le pouvoir corporatif.

  • Sur les économies féministes : Nous avons publié Propositions féministes pour une économie juste avec le Centre pour le leadership mondial des femmes (CWGL en anglais) et le Réseau de Développement et de Communication des Femmes Africaines FEMNET. 

  • Sur l’opposition aux fondamentalismes : Le Diable est dans les détails : à la croisée du développement, des droits des femmes et des fondamentalismes religieux détaille la façon dont les fondamentalismes religieux entravent le développement et les droits des femmes en particulier, et offre des recommandations aux acteur-trice-s du développement pour le renforcement des droits des femmes.

  • Sur le thème de l’activisme des jeunes féministes : Avec FRIDA, nous avons lancé Courageuses, créatives, résilientes : les organisations de jeunes féministes dans le monde : un état de lieux à l’occasion du Pôle d’activisme des jeunes féministes lors du Forum de l’AWID. Ce projet de cartographie des jeunes féministes s’appuie sur les données collectées dans 1 360 demandes de subventions reçues par FRIDA entre 2012 et 2014, qui incluaient 694 interlocutrices issues de 118 pays différents !

Plaidoyer collectif

l’AWID, en partenariat avec d’autres organisations féministes et de droits des femmes, a lancé des actions de plaidoyer et de dialogue afin de rechercher de meilleures solutions pour les programmes de droits des femmes, dont le travail avec le consortium .Count Me In! 

Amélioration de la visibilité des mouvements

Les expériences des femmes en situation de handicap, les femmes Noires et Afro-descendantes, les travailleuses du sexe, les femmes Autochtones, les personnes trans et intersexes, les travailleuses domestiques, et la manière dont leurs vies sont impactées par les nombreuses oppressions et la violence ont été placées au centre et au premier plan du processus du Forum.

Au cours des 16 jours d’activisme, et grâce aux contributions de nos incroyables membres, nous avons lancé l’Hommage aux défenseur-e-s des droits humains des femmes 2016 pour honorer la mémoire des défenseur-e-s qui nous ont quitté- e-s.

Notre partenariat avec The Guardian et Cash Mama : la section sur les droits des femmes et l’égalité de genre (en anglais) sur le portail du développement dans le monde du Guardian a permis d’attirer davantage d’attention sur les groupes et les problématiques qui ne font généralement pas l’objet d’une couverture médiatique adéquate.

Mena Mangal

Mena Mangal fue una destacada periodista de televisión, defensora de los derechos de las mujeres y asesora cultural de la Wolesi Jirga, la cámara baja del parlamento nacional de Afganistán.

Durante más de una década, trabajó para Ariana TV, el canal Lamar de lengua Pashto de Tolo TV, y para la emisora privada de televisión nacional afgana Shamshad TV. Como presentadora, Mena se enfocó en los derechos de las mujeres y en los programas de entrevistas culturales.

"La defensora de los derechos de la mujeres Wazhma Frogh dijo que Mangal "tenía una voz fuerte" y  se pronunció activamente como defensora de su pueblo".

Fuera de la pantalla, también dirigió páginas populares de redes sociales que defendían los derechos de las niñas y mujeres afganas a la educación y el trabajo. En lo que concierne a su vida privada, Mena escribió extensamente acerca de cómo había sido forzada a contraer un matrimonio arreglado en 2017, y sobre el proceso que tuvo que atravesar para poder obtener finalmente el divorcio.

En un post de Facebook, Mena escribió que estaba recibiendo amenazas de muerte de fuentes desconocidas, pero que aun así continuaría llevando a cabo su trabajo.

El 11 de mayo de 2019, Mena fue atacada por hombres armados desconocidos y asesinada a tiros a plena luz del día en un espacio público del sudeste de Kabul.

"Estamos preocupadxs por la situación actual ya que está teniendo un impacto directo en las mujeres que trabajan fuera de sus casas... Las mujeres periodistas están cambiando de profesión debido a los crecientes riesgos que enfrentan". - Robina Hamdard, defensora de los derechos de las mujeres en Kabul.

Les acteurs et actrices antidroits

Alors que les discours des fascistes et fondamentalistes sont tout à fait nationalistes, leurs assises idéologiques, alliances politiques et réseaux de financement ne connaissent pas de frontières. Parfois soutenus par des flux de financement d’origine obscure, en lien avec de grosses entreprises ou des partis d’extrême droite, ces groupes concluent des alliances stratégiques, voire avec des sous-groupes de mouvements féministes et pour les droits des femmes, dans certains cas, tout en s’éloignant d’éléments ouvertement extrêmes pour acquérir davantage de légitimité. Ces acteur·rice·s diffusent et reproduisent également partout dans le monde leur modèle d’organisation antidroits : leurs manières de faire campagne, de faire pression ou de mener des actions stratégiques en justice.

Reclaiming the Commons

Definition

There are varied conceptualizations about the commons notes activist and scholar Soma Kishore Parthasarathy.

Conventionally, they are understood as natural resources intended for use by those who depend on their use. However, the concept of the commons has expanded to include the resources of knowledge, heritage, culture, virtual spaces, and even climate. It pre-dates the individual property regime and provided the basis for organization of society. Definitions given by government entities limit its scope to land and material resources.

The concept of the commons rests on the cultural practice of sharing livelihood spaces and resources as nature’s gift, for the common good, and for the sustainability of the common.

Context

Under increasing threat, nations and market forces continue to colonize, exploit and occupy humanity’s commons.

In some favourable contexts, the ‘commons’ have the potential to enable women, especially economically oppressed women, to have autonomy in how they are able to negotiate their multiple needs and aspirations.

Feminist perspective

Patriarchy is reinforced when women and other oppressed genders are denied access and control of the commons.

Therefore, a feminist economy seeks to restore the legitimate rights of communities to these common resources. This autonomy is enabling them to sustain themselves; while evolving more egalitarian systems of governance and use of such resources. A feminist economy acknowledges women’s roles and provides equal opportunities for decision-making, i.e. women as equal claimants to these resources.

Seven pointers to consider

There has been a growth in the power and influence of religious fundamentalist actors globally.

The Devil is in the Details details the grave human rights violations, and violations of women’s rights in particular, caused by state-sponsored fundamentalism, as well as by fundamentalist non-state actors such as militias, religious community organizations, and individuals. Fundamentalist reinforcement of regressive, patriarchal social norms are leading to the rise of violence against women, girls, and women human rights defenders (WHRDs). The paper highlights these key insights for addressing the problem:

There is an urgent need to act for development actors.

Development actors are in a position to take a strong role in this. The collective capacity of development actors to recognize and collaboratively address religious fundamentalisms is vital for advancing social, economic, and gender justice and the human rights of all people in sustainable development. It is vital to promote intersectional feminist understandings of power and privilege, and to apply these to questions of religion and culture. Women’s organizations already have knowledge and strategies to counter fundamentalisms development actors should build on this, and invest in cross-issue coalitions to help them reach new heights.

Why did AWID choose Taipei as the location for the Forum?

AWID spent close to two years working to identify a Forum location in the Asia Pacific region (the Forum location rotates regions).

Building on initial desk research and consultations with allies that led us to rule out many other options in the region, we organized a thorough round of site visits to Nepal, Malaysia, Sri Lanka, Thailand, Indonesia and (later) Taiwan. 

Each site visit included not just scoping the logistical infrastructure but meeting with local feminist groups and activists to better understand the context, and their sense of potential opportunities and risks of an AWID forum in their context.

In our site visits, we found incredibly vibrant, diverse local feminist movements.

They often expressed conflicted feelings about the opportunities and risk that the visibility of an event like the Forum could bring to them. In one, during the first 30 minutes of our meeting we heard unanimously from the activists gathered that an AWID Forum would be subject to huge backlash, that LGBTQ rights were a particular political hot-button and that fundamentalist groups would turn out in full force to interrupt the event. When our response was “ok, then you don’t feel it’s a good idea”, again the unanimous response was “of course it is, we want to change the narrative!”.

It was difficult to hear and see in some of these places how many feminist activists wanted to leverage the opportunity of a visible big event and were prepared to face the local risks; but our considerations as hosts of close to 2,000 people from around the world impose a different calculation of risk and feasibility.

We also grappled with questions of what it means to organize a feminist forum that is aligned to principles around inclusion, reciprocity and self-determination, when state policy and practice is usually directly counter to that (although officials in the ministries of Tourism work very hard to smooth that over).

We weighed considerations of infrastructure, with potential opportunity to tip momentum on some national level feminist agendas, and national political context.

In many of these places, monitoring the context felt like an exercise on a pendulum that could swing from open and safe for feminist debates in one moment to stark repression and xenophobia the next, sacrificing feminist priorities as political bargaining chips to pacify right wing, anti-rights forces.

The process has been a sobering reflection on the incredibly challenging context for women’s rights and gender justice activism globally.

Our challenges in Asia Pacific led us to consider: would it be easier if we moved the Forum to a different region? Yet today, we would not be able to organize an AWID Forum in Istanbul as we did in 2012; nor would we be able to do one in Brazil as we did in 2016.

With all of this complexity, AWID selected Taipei as the Forum location because:

  • It offers a moderate degree of stability and safety for the diversity of Forum participants we will convene.
  • it also has strong logistical capacities, and is accessible for many travellers (with a facilitated e-visa process for international conferences).
  • The local feminist movement is welcoming of the Forum and keen to engage with feminists from across the globe.

In organizing the AWID Forum, we are trying to build and hold space as best we can for the diverse expressions of solidarity, outrage, hope and inspiration that are at the core of feminist movements.

At this moment, we see Taipei as the location in the Asia Pacific region that will best allow us to build that safe and rebelious space for our global feminist community.

The fact is, there is no ideal location in today’s world for a Forum that centers Feminist Realities. Wherever we go, we must build that space together!
